For Meeting of: May 5, 2026 ITEM TITLE: Resolution amending an agreement with the Department of Commerce for Comprehensive Plan Periodic Update funding (General Fund) SUBMITTED BY: Bill Preston, Community Development Director *Trevor Martin, Planning Manager SUMMARY EXPLANATION: This amendment to the Periodic Update Grant between Washington State Department of Commerce (Commerce) and the City of Yakima (City) accepts an additional $104,124 from Department of Commerce to fund the City's Comprehensive Plan update. The City initially received $415,500 in funding in the FY 2024-2025 Biennium. Prior to the City exceeding 100,000 in population, the additional contract amendment amount for the FY 2026-2027 Biennium was $77,000. With the additional population the contract amendment amount is $104,124. ITEM BUDGETED: Yes STRATEGIC PRIORITY 24-25: A Thriving Yakima RECOMMENDATION: Adopt Resolution. R-2026- A RESOLUTION authorizing an amendment to the agreement with the Washington State Department of Commerce (Commerce), to adjust the budget for funding assistance for the City of Yakima's Comprehensive Plan Periodic Update. WHEREAS, the City is in process of updating the Comprehensive Plan as required per RCW 36.70A—Growth Management Act; and WHEREAS, Commerce awarded the City grant funding in State fiscal year (FY) 2024- 2025 and FY 2025-2026; and WHEREAS, the City has previously accepted $415,500; and WHEREAS, the City of Yakima is awarded an additional $77,000 from the Department of Commerce to Complete the City of Yakima's Comprehensive Plan update; and WHEREAS, the City of Yakima grew to a population of at least 100,000 people during the Periodic Update timeframe, and the City is awarded an additional $27,124 to complete the City of Yakima Comprehensive Plan update; and WHEREAS, in order to receive this funding, it is necessary for the City and Commerce to enter into an amendment for Grant Contract 26-63114-269, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute Amendment 1 to Grant Contract 26- 63114-269 with the Washington State Department of Commerce, accepting an additional $104,124, bringing the new contract amount to Five Hundred Nineteen Thousand, Six Hundred and Twenty-Four dollars ($519,624), to fund an update to the City of Yakima Comprehensive Plan. The available funds are part of the original award amount, not an addition. The amendment shifts a part of a jurisdiction's total remaining award amount into the active grant contract, and away from any future PUG contract in State Fiscal Year 2027. COMMERCE, defined as the Department of Commerce, and the Contractor, as defined above, acknowledge and accept the terms of this Contract and attachments and have executed this Contract on the date below to start as of the date and year referenced above. The rights and obligations of both parties to this Contract are governed by this Contract and the following other documents incorporated by reference: Contractor Terms and Conditions including Attachment"B-1"— Budget.
