ITEM TITLE: Resolution amending the Master Fee Schedule related to permitting
and licensing fees for Planning, Codes, and Engineering

SUMMARY EXPLANATION:
History of permitting and licensing update discussions at Council meetings:
• February 10, 2026 - presentation of proposed changes to Planning, Codes, and Engineering
permitting fees;
• March 17, 2026 - presentation of proposed changes to business and regulatory licensing fees; and
• April 7, 2026 - reviewed by Legal
• April 14, 2026 -further discussion concerning licensing.
Attached is a Resolution to implement the fees. Summary of changes:
Code Administration & Permit Fees Section:
• Updating Table 1-1 (valuation for new construction) to match the International Code Council's
August 2025 Building Valuation Data Table with a footnote that the table will be updated moving
forward in accordance with the cost of wage inflation in the City's labor contract for AFSCME
Municipal;
• Updating Table 1-2 (Permit & Plan Review Fees) to correct the minimum fee amount to accurately
capture the cost of processing these permits;
• Creating new Table 1-3 (Plumbing Permit Fees) to base plumbing permit fees of off number of
fixtures instead of valuation as a more accurate way to capture the cost of processing these
permits;
• Updating Table 1-4 (Misc. Fees) to accurately capture the cost of staff time in multiple categories
and factor in overhead costs that were not previously included, implement language to charge a
fee for business license initial inspections, in accordance with YFD's inspection table, which are
currently performed but not charged for; implement a new fee for processing applications for
extensions of permits; and implement a new fee for making copies of documents.
Licenses & Permits Section:
• Removal of fees for regulatory license types being eliminated (amusement devices, pawnbrokers,
secondhand dealers, and journey side sewer installers);
• Removal of Transportation Network Company license fee (due to state regulation concerning
licensing of TNC's);
• Changing business license fee structure (increase base fee from $42.50 to $45.00 for businesses

with one or two employees, and eliminate the subsequent categories that are by number of
employees and replace with an additional fee of$15 per employee up to 250 employees);
• Removing fireworks and mobile home installation fees (both are already addressed in the Code
Administration permit fees section);
• Adjusted fees for right-of-way permits (right-of-way use short-term and long-term permits,
excavation permits, inspection fees) to adequately recover cost of staff time to process these
permits and conduct these inspections;
• Created new right-of-way use long-term permit category for signs and implementing a reduced fee
due to the streamlined process;
• Adjusted the special event permit fee and late fee to adequately recover cost of staff time to
process these permits;
• Adjusted the temporary use permit fee to adequately recover cost of staff time to process these
permits;
Zoning, Subdivision & Land Use:
• Implemented new fee for processing applications where critical areas are present but there is no
impact;
• Implemented new fee for site plan reviews and re-reviews;
• Implemented new "per lot" fee for long plats;
• Implemented new fee for unit lot subdivisions/ lot splitting; and
• Updated fees in accordance with the cost of wage inflation in the AFSCME contract and to include
a one-time 9.2% overhead cost that was not previously factored in when determining the cost of
processing these applications.
Public Works Improvement Section:
• Implement the Engineering Permit application fee previously authorized by Council via Ordinance
No. 2024-046 and add overhead costs; and
• Housekeeping amendments.
Streets &Traffic Section:
• Housekeeping amendments.

RESOLUTION NO. R-2026-
A RESOLUTION amending the City of Yakima Master Fee Schedule relating to Planning, Codes,
and Engineering permitting and licensing fees
WHEREAS, the City's fees are found in the Master Fee Schedule, adopted and amended by
resolution; and
WHEREAS, the Community Development Department, after budget discussions in 2025, did a
review of its fees and evaluated whether they needed to be altered to more accurately recoup costs
associated with processing the applications; and
WHEREAS, Community Development staff presented proposed changes to the Planning, Codes,
and Engineering rates to City Council on February 10, 2026 (permitting) and March 17, 2026 (licensing);
and
WHEREAS, Council further discussed licensing at their meeting on April 14, 2026, and provided
direction to staff to refrain from fee changes for regulatory licenses at this time and have staff bring back
a more in-depth review of the regulatory licenses; and
WHEREAS, staff determined that there are some regulatory licenses that are not necessary and
the license fee requirement should be removed, including amusement devices, pawnbrokers,
secondhand dealers, and journeyman side sewer installers; and
WHEREAS, the regulatory license requirement for transportation network companies and the
associated regulatory license fee should be repealed due to Washinton State expressly preempting the
field of regulating transportation network companies. In 2022, then-Governor Jay Inslee signed into law
Engrossed Substitute House Bill 2076 to establish comprehensive state-wide regulations for
transportation network companies and drivers operating in Washington; and
WHEREAS, Planning's fees are currently adjusted annually to be consistent with increases in the
cost of wage inflation in the City's labor contract for AFSCME Municipal, and Council finds that it is
appropriate to implement a similar inflator for some licensing fees, and for Codes and Engineering
permitting fees in cases where the fees are set to recoup costs associated with staff's time to process
the permits; and
WHEREAS, it was determined that for business activities not currently fee-exempt per YMC
5.52.050, the business license fee structure should be changed so the base fee starts at $45.00 for one
or two employees with an additional fee of$15.00 per employee starting at 3 employees and capped at
120 employees, with these fees to be adjusted thereafter based on the AFSCME contract as previously
mentioned; and
WHEREAS, where hourly rates were the primary factor in determining the fee, overhead costs
were not previously accounted for in the fees charged and are now hereby amended to factor in an
overhead rate of 9.2% where applicable; and
WHEREAS, the valuation table (Table 1-1) in the Code Administration and Permit Fees section
of the master fee schedule is hereby amended to reflect the values in the August 2025 International Code
Council Building Valuation Data Table and shall thereafter be adjusted in accordance with the cost of
wage inflation in the City's labor contract with AFSCME Municipal; and

WHEREAS, the permit and plan review fees table (Table 1-2) in the Code Administration and
Permit Fees section of the master fee schedule is hereby amended to correct the minimum fee amount
to accurately capture the cost of processing these permits; and
WHEREAS, a new table for plumbing permit fees (Table 1-3) in the Code Administration and
Permit Fees section of the master fee schedule is hereby added for fees to be based off of number of
fixtures rather than valuation to more accurately capture the cost of processing these permits, and shall
thereafter be adjusted in accordance with the cost of wage inflation in the City's labor contract with
AFSCME Municipal; and
WHEREAS, housekeeping amendments to various sections of the fee schedule were also
performed; and
WHEREAS, the City Council finds the attached fees and charges to be adequate and appropriate;
and
WHEREAS, the City Council of the City of Yakima finds that it is in the best interests of the City
and its residents to update the Master Fee Schedule to amend the Planning, Codes, and Engineering
permitting and licensing fees; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The Master Fee Schedule with regards to the rates, fees, and charges for
Planning, Codes, and Engineering, as set forth in the attached Exhibit "A," which is incorporated herein,
are hereby adopted by this reference and is hereby amended.
Section 2. The occupation taxes contained within the Licenses and Permits section of the
Master Fee Schedule shall take effect on the date the Washington State Department of Revenue
implements the updated fee schedule for the City of Yakima business licensing, as confirmed in writing,
provided, however that in no event shall the effective date be later than September 1, 2026.
Section 3. This Resolution shall be in full force and effective June 1, 2026.

RESOLUTION NO. R-2026-
A RESOLUTION amending the City of Yakima Master Fee Schedule relating to Planning, Codes,
and Engineering permitting and licensing fees
WHEREAS, the City's fees are found in the Master Fee Schedule, adopted and amended by
resolution; and
WHEREAS, the Community Development Department, after budget discussions in 2025, did a
review of its fees and evaluated whether they needed to be altered to more accurately recoup costs
associated with processing the applications; and
WHEREAS, Community Development staff presented proposed changes to the Planning, Codes,
and Engineering rates to City Council on February 10, 2026 (permitting) and March 17, 2026 (licensing);
and
WHEREAS, Council further discussed licensing at their meeting on April 14, 2026, and provided
direction to staff to refrain from fee changes for regulatory licenses at this time and have staff bring back
a more in-depth review of the regulatory licenses; and
WHEREAS, staff determined that there are some regulatory licenses that are not necessary and
the license fee requirement should be removed, including amusement devices, pawnbrokers,
secondhand dealers, and journeyman side sewer installers; and
WHEREAS, the regulatory license requirement for transportation network companies and the
associated regulatory license fee should be repealed due to Washinton State expressly preempting the
field of regulating transportation network companies. In 2022, then-Governor Jay Inslee signed into law
Engrossed Substitute House Bill 2076 to establish comprehensive state-wide regulations for
transportation network companies and drivers operating in Washington; and
WHEREAS, Planning's fees are currently adjusted annually to be consistent with increases in the
cost of wage inflation in the City's labor contract for AFSCME Municipal, and Council finds that it is
appropriate to implement a similar inflator for some licensing fees, and for Codes and Engineering
permitting fees in cases where the fees are set to recoup costs associated with staff's time to process
the permits; and
WHEREAS, it was determined that for business activities not currently fee-exempt per YMC
5.52.050, the business license fee structure should be changed so the base fee starts at $45.00 for one
or two employees with an additional fee of$15.00 per employee starting at 3 employees and capped at
120 employees, with these fees to be adjusted thereafter based on the AFSCME contract as previously
mentioned; and
WHEREAS, where hourly rates were the primary factor in determining the fee, overhead costs
were not previously accounted for in the fees charged and are now hereby amended to factor in an
overhead rate of 9.2% where applicable; and
WHEREAS, the valuation table (Table 1-1) in the Code Administration and Permit Fees section
of the master fee schedule is hereby amended to reflect the values in the August 2025 International Code
Council Building Valuation Data Table and shall thereafter be adjusted in accordance with the cost of
wage inflation in the City's labor contract with AFSCME Municipal; and

WHEREAS, the permit and plan review fees table (Table 1-2) in the Code Administration and
Permit Fees section of the master fee schedule is hereby amended to correct the minimum fee amount
to accurately capture the cost of processing these permits; and
WHEREAS, a new table for plumbing permit fees (Table 1-3) in the Code Administration and
Permit Fees section of the master fee schedule is hereby added for fees to be based off of number of
fixtures rather than valuation to more accurately capture the cost of processing these permits, and shall
thereafter be adjusted in accordance with the cost of wage inflation in the City's labor contract with
AFSCME Municipal; and
WHEREAS, housekeeping amendments to various sections of the fee schedule were also
performed; and
WHEREAS, the City Council finds the attached fees and charges to be adequate and appropriate;
and
WHEREAS, the City Council of the City of Yakima finds that it is in the best interests of the City
and its residents to update the Master Fee Schedule to amend the Planning, Codes, and Engineering
permitting and licensing fees; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The Master Fee Schedule with regards to the rates, fees, and charges for
Planning, Codes, and Engineering, as set forth in the attached Exhibit "A," which is incorporated herein,
are hereby adopted by this reference and is hereby amended.
Section 2. The occupation taxes contained within the Licenses and Permits section of the
Master Fee Schedule shall take effect on the date the Washington State Department of Revenue
implements the updated fee schedule for the City of Yakima business licensing, as confirmed in writing,
provided, however that in no event shall the effective date be later than September 1, 2026.
Section 3. This Resolution shall be in full force and effective June 1, 2026.
