ITEM TITLE: Resolution declaring two refuse trucks rolling stock surplus and
authorizing the City Manager to dispose of said property in a manner
most beneficial to the City of Yakima

SUMMARY EXPLANATION:
The City of Yakima (City) owns various used rolling stock for which the City has no immediate or
foreseeable use and which are surplus to the needs of the City. Currently, the City has a 2013 Mack/Heil
Refuse Truck (ER3304) requiring a transmission replacement and extensive body repair and a 2009
Labrie Refuse Truck (ER3275) that has become unreliable and unsafe. Both trucks have reached their
end-of-life cycle.
Assets are proposed to be declared surplus and sold on GovDeals, a public online auction host. Surplus
Disposal Policy 3-100 permits the City to declare certain rolling stock surplus and authorizes disposal of
said property in a manner most beneficial to the City of Yakima; requiring any surplus exceeding $15,000
to be approved by City Council. We anticipate each item to exceed the $15,000 threshold.

RESOLUTION NO. R-2026-
A RESOLUTION declaring certain rolling stock surplus and authorizing the City Manager to
dispose of said property in a manner most beneficial to the City of
Yakima.
WHEREAS, the City of Yakima (City) owns various used rolling stock for which the City
has no immediate or foreseeable use and which are surplus to the needs of the City; and
WHEREAS, the City's Refuse Division has determined Equipment Rental asset ER3304
and ER3275 Mack Refuse trucks, to be surplus equipment; and,
WHEREAS, ER3304 and ER3275 each have an estimated value that exceeds $15,000;
requiring City Council approval to be declared surplus; and
WHEREAS, once surplus, ER3304 and ER3275 will be disposed through an online
auction and sold to the highest bidders; and
WHEREAS, the City Council finds that it would be in the best interest of the City to dispose
of said used rolling stock in the proposed manner or in a manner that is most beneficial to the City
of Yakima, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council hereby declares the aforementioned rolling stock, Equipment Rental
asset ER3304 and ER3275, Mack refuse trucks, to be surplus to the needs of the City of Yakima,
and the City Manager is hereby authorized and directed to dispose of said property in a manner
most beneficial to the City of Yakima.
