RESOLUTION NO. R-2026-040
authorizing acceptance and execution of a Washington. State agreement
with Transportation Improvement Board (TIB) for the Fair Avenue
Multimodal Improvements Project 2903 (PROJECT).
WHEREAS, the City of Yakima (CITY) was selected to receive $1,200,000, in state
funding through the Washington State Transportation Improvement Board which requires 20%
local match for the project; and
WHEREAS, the City is improving the functionality and safety of sidewalks located in the City
of Yakima; and
WHEREAS, improvements consist of constructing curb, gutter, sidewalk, and storm
drainage along the west side of Fair Avenue; and
WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and
its residents to accept and execute the award with TIB for the Fair Avenue Multimodal
Improvement Project 2903, and authorize the City Manager to take all necessary steps to
execute the grant award, necessary contracts, and administer the funds received from TIB; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The City Manager is hereby authorized to accept the TIB grant award, not to exceed
One Million Two Hundred Thousand Dollars ($1,200,000.00) as described in the agreement and
directed to take all necessary steps to secure the funding for Project 2903.
Section 2. The appropriate administrative officials of the City are hereby authorized to receive
monies and to expend the same as authorized by the TIB award.
Section 3. The City Manager, or their designee, shall have responsibility for the administration
of said funds and expenditure of said funds received pursuant to the TIB agreement and the
budget submitted therewith for the grant.
Section 4, The City Council hereby authorizes the City Manager to execute any and all
contracts necessary and not to exceed the budgeted amounts outlined in the award, and enter
into any other necessary agreements or documents to accomplish the Fair Avenue Multimodal
Improvements Project 2903 funded through the TIB agreement.
Section 5, Severability. If any section, subsection, paragraph, sentence or clause of this
resolution is declared invalid or unconstitutional for any reason, such decision shall not affect
the validity or constitutionality of the remaining portions of the resolution.

Resolution authorizing acceptance of Transportation Improvement

Project 2903 (Streets Capital and TBD Fund)

SUMMARY EXPLANATION:
The City of Yakima was awarded $1,200,000 from the Transportation Improvement Board for the Fair
Avenue Multimodal Improvements Project 2903. The project will include constructing curb, gutter,
sidewalk, and storm drainage along the west side of Fair Avenue. The project will add approximately
1400 linear feet of sidewalk all on the west side of Fair Ave from Nob Hill Blvd to Pacific Ave.
Construction estimated to begin in 2027.
There is a 20% local match required for this award. TBD will fund the required match.
