A RESOLUTION authorizing Supplemental Agreement 1 to City of Yakima Contract No. 2023-
139 with HLA Engineering and Land Surveying, Inc. for engineering services
associated with the 28th Avenue Vicinity Sewer Improvements project.
WHEREAS, the City of Yakima (City) entered into Contract 2023-139 with HLA for sewer
system design and construction engineering services; and
WHEREAS, the City has identified a sewer system improvement project in the vicinity of
28th Avenue requiring engineering services; and
WHEREAS, the City desires to supplement contract 2023-139 with HLA through
Supplemental Agreement 1 to include design and construction services for the 28th Avenue
Vicinity Sewer Improvements project to be added to the contract by Task Order; and
WHEREAS, the City finds that it is in the best interest of the City of Yakima and its
residents to approve Supplemental Agreement 1 to Contract 2023-139 with HLA, Inc. to perform
the engineering services for the 28th Avenue Vicinity Sewer Improvements; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute the attached Supplemental Agreement
1 with HLA Engineering and Land Surveying, Inc. for engineering services in the amount of TWO
HUNDRED SIXTY-FIVE THOUSAND SIX HUNDRED AND FORTY DOLLARS ($265,640). A true
and correct copy of the Supplemental Agreement is attached hereto and fully incorporated herein.

Section 1: Supplemental Agreement No. 1
The City of Yakima, Washington, desires to supplement the contract agreement entered into with HLA
Engineering and Land Surveying, Inc., and executed on August 18, 2023, by Resolution No. 2023-107
and identified as Contract 2023-139. All provisions in the basic contract remain in effect except as
expressly modified by this supplement. The changes to the agreement are described as follows:
Section 2: Scope of Services
The additional tasks to be performed as part of this Supplemental Agreement include design and
construction engineering services associated with the 28th Avenue Vicinity Sewer Improvements project to
be added to the contract by Task Order.
Section 6: Compensation
Payment for this supplemented work brings the total amount of the Agreement to $1,765,640.
Exhibit A: Schedule of Rates
Exhibit A shall be supplemented with the attached 2026 calendar year schedule of rates for the completion
of the Agreement for Professional Services. The 2026 calendar year schedule of rates will be effective
January 1, 2026, through December 31, 2026..

SUMMARY EXPLANATION:
The City of Yakima entered into a 3-year agreement under Contract 2023-139 (Contract) with HLA
Engineering and Land Surveying, Inc. for sewer collection system engineering services. The attached
Supplemental Agreement No. 1 to the Contract, including EXHIBIT A 2026 SCHEDULE OF HOURLY
RATES, allows compensation for engineering design and construction services associated with the 28th
Avenue Vicinity Sewer Improvements project.
The 28th Avenue Vicinity Sewer Improvements project, to be added to the Contract by Task Order,
replaces 2,000 feet of undersized and deteriorating six-inch clay sewer main in backyard easements with
eight -inch diameter polyvinyl chloride pipe located in the right-of-way. The replacement, upsizing, and
re -alignment of this pipe increases system capacity, service life, and maintainability.
The Supplemental No. 1 is in an amount not to exceed $265,640 with funding provided by Wastewater
Capital Fund 476.
