For Meeting of: April 7, 2026 ITEM TITLE: Resolution authorizing $230,000 from reserves to fund reopening Lions Pool and repairing Franklin Pool to make it operational (General Fund Reserves) SUBMITTED BY: Craig Warner, Director of Finance and Budget SUMMARY EXPLANATION: This resolution authorizes the City of Yakima to allocate up to $230,000 from one-time General Fund reserves to support the reopening of Lions Pool for at least two months in 2026 and to repair and prepare Franklin Pool for potential summer operations. The funding is intended to match up to $120,000 in community fundraising efforts led by local legislators. The City will also evaluate extending operations at Lions Pool, consider permanent reopening, and assess the feasibility of opening Franklin Pool during the 2026 season depending on available funds. R-2026- A RESOLUTION of the City Council of the City of Yakima directing staff to allocate funds from reserves to support aquatic facilities operations and repairs. WHEREAS, the City Council held a special meeting on Thursday, March 26, 2026, to consider a fundraising strategy proposed by Washington State legislators from the 14th and 15th Districts to reopen City pools; and WHEREAS, the legislators indicated that they could raise$120,000 in the next few months in donations which would go directly to extending operations of Lions Pool and Franklin Pool repairs as they seek state funding for operations and repairs in the next legislative session; and WHEREAS, to match the fundraising contributions outlined by the local legislators, the City Council agreed to contribute money from its one-time reserve fund to also go towards reopening and operating Lions and Franklin Pools; and, WHEREAS, Lions Pool requires immediate operational funding to remain open and continue serving residents; and WHEREAS, Franklin Pool is currently in need of repairs to restore safe and functional operations; and WHEREAS, Lions Pool would be open for at least two months with pool operational hours and service levels to be increased as staffing allows; and WHEREAS, Franklin Pool would be repaired as soon as possible and made ready for operations, and WHEREAS, if donations are received that allow for extended operations of Lions Pool beyond the City-funded period, the City will pursue such extensions; and WHEREAS, the City Council of the City of Yakima finds that using one-time reserve funds in an amount not to exceed $230,000 to open Lions Pool for at least two months, and prepare Franklin Pool for opening and operations is in the best interests of the City and its residents; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. The City will reopen Lions Pool for as long as the funding allows, evaluate keeping Lions Pool open during the 2027-2028 biennium budget cycle, identify all work needed to repair and make Franklin Pool safe for public use, and make needed repairs as funding allows to prepare Franklin Pool for summer operations. Section.2. The City Council directs that up to$230,000 of general fund reserve money be used to open Lions Pool, and to repair Franklin Pool to return it to operational status as soon as practicable. 1 502 Section 3. Staff shall report back to the City Council with updates on expenditures, repair progress, and any additional actions required to ensure long-term aquatic facility sustainability.
