ITEM TITLE: Ordinance amending YMC 3.127 Transportation Benefit District Fund

SUMMARY EXPLANATION:
This ordinance amends Chapter 3.127 of the Yakima Municipal Code to reflect recent changes to the
funding sources for the Transportation Benefit District (TBD) Fund. The amendment updates the code to
align with Council action taken on February 17, 2026, establishing a 0.1% sales and use tax and
repealing the prior$20 annual vehicle license fee.

ORDINANCE NO. 2026-
AN ORDINANCE amending the City of Yakima Municipal Code Chapter 3.127
WHEREAS, the City Council adopted Ordinance No. 2022-005 establishing a Capital
Fund entitled the"Transportation Benefit District Fund" (TBD Fund)for the purpose of segregating
revenues to fund transportation improvements within the Transportation Benefit District; and
WHEREAS, Ordinance 2022-005 specified that the TBD Fund shall consist of monies
collected from vehicle license registration fees; and
WHEREAS, on February 17, 2026, the City Council adopted Ordinance No. 2026-006
establishing a 0.1% sales and use tax pursuant to RCW 82.14.0455 to fund the Transportation
Benefit District project list; and
WHEREAS, on February 17, 2026 the City Council adopted Ordinance 2026-007
repealing Ordinance 2017-033 which established a $20.00 annual vehicle license fee to fund
the Transportation Benefit District project list; and
WHEREAS, the City Council finds that it is in the best interest of the City and its
residents to amend Chapter 3.127 of the Yakima Municipal Code to reflect the change in
funding sources for the Transportation Benefit District Fund; therefore
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 3.127 of the Yakima Municipal Code is hereby amended to read
as follows:
3.127 Transportation Benefit District Fund.
A. There is hereby created the Transportation Benefit District Fund 344.
B. The transportation benefit district fund shall consist of monies collected, as authorized
by Revised Code of Washington to be used for all lawful purposes of the Transportation
Benefit District.
Section 2. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 17th day of March, 2026.
