HomeMy WebLinkAbout12-10-2025 YPC MinutesCity of Yakima Planning Commission (YPC) Meeting Minutes December 10, 2025 Call to Order Chair Place called the meeting to order at 3:08 p.m. Roll Call YPC Members Present: YPC Members Absent: Staff Present: City Council Liaison: Chair Mary Place, Vice -Chair Anne Knapp, Colleda Monick, Jeff Baker, Charles Hitchcock, Kevin Rangel, Frieda Stephens, Philip Ostriem, Shelley White, Leanne Hughes -Mickel, Roy Gondo Trevor Martin; Planning Manager, Eva Rivera; Planning Technician Janice Deccio, Rick Glenn Staff Announcements — • The Land Use element will be distributed on January 7, and the Housing element will be provided prior to the January 28 meeting. Approval of, Minutes from October 22, 2025, and November 12, 2025- Commissioner Gondo was not serving on the Commission at the time of the meeting whose minutes he later motioned to approve. they were voted on again. Commissioner Monick moved to approve the meeting minutes from October 22, 2025, Commissioner Baker seconded the motion. The motion carried unanimously. Commissioner Knapp moved to approve the meeting minutes from November 12, 2025, Commissioner Hitchcock seconded the motion. The motion carried unanimously. Public Comment — None Reviewing Berk Materials: CAO Memo, Code Overview, & Adequate Provisions Memo — Trevor went over the BERK materials, and the commission discussed the suggested changes. Vice -Chair Knapp asked whether the building permit reports could be sorted by permit type and provided Trevor with a handout on EV charging stations. Other -Business -- Commissioner White provided the records that had been requested as part of a public records request involving five members of the commission inp Recap Action turns& Decisions: • The rent -to -own action item will be removed because it is not feasible. • There will be a February study session on street standards • Transit ridership information will be provided A reminder of where the Climate handout can be found • A link to the transparency application has already been sent An EV charging station policy will be integrated into the Comprehensive Plan.., 12/10/2025 YPC Minutes Outstanding Action Items • • • • The elements of the Comp Plan rough drafts will be reviewed in January or February Implementation measures in the Comp Plan. Alphabetize Table 4.1 by category Pg. 23 parking space extend to 9ft A link of the survey will be emailed The commission will go through the comprehensive plan page by page The Land Capacity Analysis currently under review by the Transpo group will be provided A new section for congregant living will be added to the code and reviewed by the commission. Future Items Staff will notify and update the Commission when the countywide policies are completed. Downtown Action Plan - staff will determine if the Planning Commission will be involved Staff will coordinate a future roundtable with experts to discuss design standards A motion to adjourn to January 14, 2026, was passed with a unanimous vote.
