HomeMy WebLinkAbout02-11-2026 YPC MinutesCity of Yakima Planning Commission (YPC) Meeting Minutes February 11, 2026 Call to Order Chair Place called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: YPC Members Absent: Staff Present: City Council Liaison: Chair Mary Place, Vice -Chair Charles Hitchcock, Roy Gondo, Anne Knapp, Colleda Monick, Kevin Rangel, Frieda Stephens, Shelley White Jeff Baker, Philip Ostriem, Leanne Hughes -Mickel (all excused) Trevor Martin; Planning Manager, Eva Rivera; Planning Technician Matt Brown, Felisa Gonzalez Staff Announcements - Trevor announced that a future Coffee with Codes event, which would be a sit-down with Codes and Planning staff to answer questions from the public has been scheduled for February 23 at Northtown Coffeehouse from 8-10 AM. Approval of Minutes from January 28, 2026- Chair Place requested that the minutes reflect she had an excused absence, and that future minutes' note when a commissioner's absence is excused. Commissioner White noted an error in how her vote on the final motion of the hearing was recorded. Commissioner Monick also noted an error in the minutes, stating that Chair Place was listed as calling the meeting to order when it should have indicated Vice -Chair Hitchcock. The minutes will be revised and brought back for approval at the next meeting. Public Comment — None Review Housing Element houtBERK) - The Commission continued discussion of the draft housing chapter. Other Business — BERK will attend next meeting on February 25. In March the critical areas ordinance will be discussed. Commissioner White asked whether Commissioners whose terms expire this year could continue serving until the Comprehensive Plan update is completed, and whether legal had made a determination on that question. Trevor stated that he was advised they cannot continue once their terms have ended. tin+ Recap Action itr Decisions: January 28 minutes will be revised and brought back for a vote at the next meeting. Coffee with Codes can include a discussion about the Comprehensive Plan. Commissioners can attend but must avoid having a quorum. Trevor will get figure out if recreational use is considered the same as a short-term rental. Outstanding Action items Establish a method for capturing and tracking action items.; Transit ridership information will be provided. 02/11/2026 YPC Minutes • An EV charging station policy will be integrated into the Comprehensive Plan. • The elements of the Comp Plan rough drafts will be reviewed in January or February. • Implementation measures in the Comp Plan. • Alphabetize Table 4.1 by category. • Pg. 23 parking space extends to 9 feet. • A link of the survey will be emailed. • The commission will go through the comprehensive plan page by page. • The Land Capacity Analysis currently under review by the Transpo group will be provided. • A new section for congregant living will be added to the code and reviewed by the Commission. Future Items • Staff will notify and update the Commission when the countywide policies are completed. • Downtown Action Plan - staff will determine if the Planning Commission will be involved. • Staff will coordinate a future roundtable with experts to discuss design standards.
