R-2026-030 authorizing application for grants from the Washington State Department of Transportation (WSDOT) and the Federal Aviation Administration (FAA) for construction of the crosswind runway, a capital improvement project at the Yakima Air Terminal -McAllister Field. WHEREAS, the City owns and operates the Yakima Air Terminal -McAllister Field in accordance with applicable Federal, State, and Local regulations; and, WHEREAS, The FAA and WSDOT make grants available to airports to maintain and mprove airport facilities; and, WHEREAS, the Yakima Air Terminal -McAllister Field has recently completed an Airport Master Plan Update, which details a variety of Federal Aviation Administration required capital improvement projects, including the rehabilitation of the legacy crosswind runway 4/22; and, WHEREAS, the grant applications will request a total of approximately Three Million Five Hundred Thousand ($3,500,000) dollars in grant funding for said projects of which the FAA grant will provide up to 95% of the funds; the WSDOT grant will provide up to 2.5% of the funds (approximately Eighty -Seven Thousand Five Hundred $87,500 dollars); and the airport will match the remaining 2.5% through its Passenger Facility Charge program; and WHEREAS, the City Council deems it to be in the best interest of the City and its residents to authorize submission of grant applications to the WSDOT and FAA for grant funds needed to accomplish the identified capital improvements, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to submit the grant applications referenced herein to WSDOT and FAA for the Rehabilitation of the Legacy Crosswind Runway 4/22.
