For Meeting of: February 17, 2026 ITEM TITLE: Ordinance repealing the $20 car tab fee SUBMITTED BY: Bill Preston, Community Development Director SUMMARY EXPLANATION: At their February 3, 2026 regular meeting, Council directed staff to prepare an ordinance to repeal the $20 car tab fee to fund the Transportation Benefit District project list. The Ordinance is provided for Council consideration. ITEM BUDGETED: N/A STRATEGIC PRIORITY 24-25: A Resilient Yakima RECOMMENDATION: Pass Ordinance. ATTACHMENTS: Ordinance_Ending $20 License Tab Fee_draft 99 ORDINANCE NO. 2026- AN ORDINANCE of the City of Yakima, Washington repealing Ordinance No. 2017-033 which established an annual vehicle license fee. WHEREAS, on January 10, 2017, the City Council created the City of Yakima Transportation Benefit District ("TBD") with boundaries coterminous with the boundaries of the City of Yakima, in accordance with Chapter 36.73 RCW; and WHEREAS, on December 5, 2017, the City Council established a $20.00 annual vehicle license fee for the purpose of preserving, maintaining, operating, construction, or reconstructing the transportation infrastructure and funding transportation improvements that have been identified in an approved project list; and WHEREAS, the City Council has passed a one-tenth of one percent (0.1%) sales tax to fund the TBD and no longer desires to fund the TBD through an annual vehicle license fee; and WHEREAS, the sales tax cannot be collected until after proper notice to the Department of Revenue, so to continue to collect funds for necessary transportation improvements throughout 2026 it is necessary to continue to collect annual vehicle license fees through June 30, 2026; and WHEREAS, the City Council finds that it is in the best interest of the City and its residents to repeal the $20.00 annual car tab fee; now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Effective July 1, 2026, Ordinance 2017-033 passed by the City Council on December 5, 2017, is hereby repealed. Section 2. This ordinance shall be in full force and effect thirty days after approval and publication pursuant to law and City Charter.
