ITEM TITLE: Review of Community Development Proposed Fee Changes -
Planning, Codes, Engineering

SUMMARY EXPLANATION:
As part of the 2025 budget process, Community Development staff reviewed current permit fees and
determined changes were needed in order recover the costs associated with staffs time processing
these permits. The attached fees are being proposed.
ITEM BUDGETED: N/A
STRATEGIC PRIORITY 24-25: A Resilient Yakima
RECOMMENDATION: Provide direction to staff on the proposed fees; direct staff to bring back a
Resolution for adoption.

What does it take to build something in Yakima?
Permitting crosses multiple departments and regulations. Broadly, here is what you will need to build a
commercial building in City of Yakima, or pretty much anywhere in Washington State.
Land-Use/Zoning Review - Verify zoning, site plan, conditional use
Building Permit - For new construction or major alterations
- Requires stamped plans and WA State Energy Code compliance
Change-of-Occupancy Permit - If building use changes
Demolition Permit - For removing existing structures
Mechanical Permit - HVAC systems, gas piping, oil tank removal
Plumbing Permit - New or modified plumbing systems
Electrical Permit - Issued by WA State Department of Labor & Industries
Fire Code Permit - Sprinklers, alarms, life safety systems
Sign Permit - For new signage (requires site and structural plans)
Noise Permit - If construction exceeds sound limits
Grading Permit - For earthwork and site preparation
Stormwater Management Permit - Required for >_ 1 acre disturbance or >_5,000 ft2 new hard surface
Water/Wastewater Connection Permit - For new utility connections
Street Excavation Permit — Excavations in the right-of-way (driveway approaches, sidewalks, etc.)
