Today's Tourist Trolleys Are NOT On the National Register of Historic Places • Today's tourist trolleys are NOT "Historic" but are Portuguese. Seasonal tourist rides to Selah Gap were NOT part of historic RAILROAD. Historic railroad service moved freight to Yakima, negligible passenger service. 1934: Yakima County Commission revoked interurban passenger service. 1947: Passenger streetcars inside Yakima ended. Trolley Ineligible for Transportation Benefit District Funding i 1987 — Court ruled Yakima Trolleys are NOT HISTORIC RAILROAD but are a TOURIST ATTRACTION. • State law says streetcars such as the trolleys are not "public transportation". Fix Trolley Operation License Agreement Remove "Electric railway" and replace with trolley or tourist attraction. Operation outside city streets requires title insurance to verify use of private land. Operation on city streets requires "Passenger Vehicle Liability" insurance. Trolleys are excluded from Commercial General Liability. See attached info. Require trolleys to obtain Liquor and Non -Owned Automobile Liability Taxpayers Can't Afford to Support a Seasonal Trolley • HLA Engineering's 2024 estimate for Selah rebuild - $5 million per mile. The proposed 1.5-mile segment will be unusable "tracks to nowhere." • What are 2026 engineered estimates for the full costs to Selah? • Only the 2023 Annual report shared ridership counts - 1,431. Insurance Requirements Specification Yakima Valley Trolleys — Vintage / Historic Passenger Trolley Operations Washington State (RCW & WAC Chapter Citations) This specification establishes minimum insurance requirements for Yakima Valley Trolleys, a Washington nonprofit operating City of Yakima —owned vintage trolley vehicles on public streets. These requirements are informed by Washington statutes and administrative rules, including RCW Title 46, RCW Title 48, RCW Title 50, RCW Title 51, RCW Title 66, and WAC Chapter 480-31. 1. Commercial Automobile / Passenger Vehicle Liability Required for operation of passenger vehicles on public streets. Minimum limit: $5,000,000 CSL due to carriage of up to 40 passengers.
