For Meeting of: January 13, 2026 ITEM TITLE: Resolution regarding 2026 state legislative priorities SUBMITTED BY: Randy Beehler, Communications & Public Affairs Director SUMMARY EXPLANATION: At its December 9th, 2025, meeting, the Council directed staff to prepare a resolution regarding some of the Council's 2026 state legislative priorities. A draft resolution based on Council input provided December 9th is provided for Council consideration. ITEM BUDGETED: N/A STRATEGIC PRIORITY 24-25: An Engaged Yakima RECOMMENDATION: Adopt Resolution. ATTACHMENTS: Resolution_State_Legislative_Priorities 73 RESOLUTION NO. R-2026- A RESOLUTION encouraging the Washington State Legislature to focus on and act on the legislative priorities during its 2026 session expressed by the Yakima City Council in this resolution. WHEREAS, the Yakima City Council encourages the Washington State Legislature to consider and adopt legislation during its 2026 session to more equitably share tax revenue with cities throughout Washington State so cities can more effectively meet local service obligations and expectations; and WHEREAS, the Yakima City Council encourages the Washington State Legislature to consider and adopt legislation during its 2026 session to stimulate economic development at the local level by reducing government regulatory oversight and providing incentives to businesses, especially small businesses; and WHEREAS, the Yakima City Council encourages the Washington State Legislature to consider and adopt legislation during its 2026 session to hold those who do not abide by duly- established laws fully accountable; and WHEREAS, the Yakima City Council encourages the Washington State Legislature to consider and adopt legislation during its 2026 session to reduce the continually escalating costs of healthcare and increase the accessibility of healthcare in less-populated areas of the state; and WHEREAS, the Yakima City Council encourages the Washington State Legislature during its 2026 session to consider and adopt legislation to rollback recently adopted state regulations, such as carbon emissions standards, that add costs to residents, businesses, local government, etc. while providing only marginal environmental benefits; and WHEREAS, the Yakima City Council encourages the Washington State Legislature to consider and adopt legislation during its 2026 session to assist cities in addressing the multiple negative impacts and increased costs of homelessness; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the Yakima City Council encourages the Washington State Legislature to consider and act during its 2026 session on the legislative priorities as stated in this resolution in order to promote and protect the general health, welfare, and safety of all Yakima residents.
