For Meeting of: January 6, 2026 ITEM TITLE: Resolution authorizing close out of Grant AIG: 3-53-0089-057-2024 for the Yakima Air Terminal Building Modernization project SUBMITTED BY: Gary Bellew, Assistant City Manager SUMMARY EXPLANATION: Closeout of grant that consisted of Terminal Building Modernization Project- Phase 1A included the design and bidding phase of the East portion of the terminal roof and affiliated equipment such as HVAC equipment and ducting and fire sprinkler lines ITEM BUDGETED: Yes STRATEGIC PRIORITY 24-25: A Thriving Yakima RECOMMENDATION: Adopt Resolution. R-2026- A RESOLUTION authorizing the closeout of the Federal Aviation Administration (FAA) grant AIG: 3-53-0089-057-2024 for the Yakima Air Terminal Building Modernization project at the Yakima Air Terminal- McAllister Field. WHEREAS, the City owns and operates the Yakima Air Terminal-McAllister Field in accordance with applicable Federal, State, and Local regulations; and WHEREAS, the Federal Aviation Administration makes federal grants available to airports to maintain and improve airport facilities; and WHEREAS, the Yakima Air Terminal-McAllister Field has recently completed an Airport Master Plan Update, which details a variety FAA required capital improvement projects, including construction and remodeling of the airport's Terminal Facility's infrastructure. Terminal Building Modernization Project- Phase 1A included the design and bidding phase of the East portion of the terminal roof and affiliated equipment such as HVAC equipment and ducting and fire sprinkler lines; and WHEREAS, the grant 3-53-0089-057-2024 consisting of One Million One Hundred Thirty Three Thousand Seven Hundred and Sixty-Nine Dollars ($1,133,769) dollars in Airport Improvement Grants (previously known as Bipartisan Infrastructure Law [BIL]) funding administered by the FAA, which paid for 90% of the overall project and the other 10%, totaling One Hundred Twenty-Five Thousand Nine Hundred and Seventy Four Dollars ($125,974) through Passenger Facility Charges. WHEREAS, the City Council deems it to be in the best interest of the City and its residents to authorize closure of the grant as the work outlined in the grant agreement has been completed and the FAA has issued a closeout letter, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to closeout AIG: 3-53-0089-57-2024 for the Yakima Air Terminal Building Modernization project for the Yakima Air Terminal-McAllister Field. Final payment has been made and all administrative requirements are satisfied. A final cost review of the grant has been completed and the final costs were determined to be reasonable and justified.There are no differences in the amount of funds requested by the sponsor and the amounts paid out. If an audit reveals any issues,this grant will be re-opened until the outstanding issues have been resolved. Please be advised that in accordance with 2 CFR 200.334, you are required to retain all supporting project documentation for a minimum period of three years from the date of the final request for reimbursement. Because most grant obligations extend beyond three years,we strongly encourage you to retain grant documentation for the life of the grant obligations.
