ITEM TITLE: Resolution setting date of February 3, 2026 to amend the adopted
Six-Year Transportation Improvement Program and amend the
Capital Facilities Element of the Yakima Urban Area Comprehensive
Plan for the period of 2026-2031 (No Budgetary Impact)

SUMMARY EXPLANATION:
On June 17, 2025 the City of Yakima adopted the 2026-2031 Six-year Transportation Improvement
Program (TIP)for submittal to the Washington State Department of Transportation. The City is proposing
to amend the Six-year TIP to include additional projects, which are the S. 1st St Pavement rehabilitation
project and the Yakima Ave S. Overlay project.
A Public Hearing will be held on February 3, 2026 to consider including the additional projects in
adoption of an amended Resolution approving the Six-year TIP and amending the regional Metropolitan
Transportation Plan and Comprehensive Plan Capital Facilities Element.
ITEM BUDGETED: N/A
STRATEGIC PRIORITY 24-25: A Resilient Yakima
RECOMMENDATION: Adopt Resolution.

RESOLUTION NO. R-2026-
A RESOLUTION setting the time and place for a hearing on February 3rd, 2026 to review
and adopt the amended Six-year Transportation Improvement Program
and amend the Capital Facilities Element of the Yakima Urban Area
Comprehensive Plan for the period of 2026-2031.
WHEREAS, on June 17, 2025 the City of Yakima adopted the six-year program for the
construction of streets and arterial streets in the City of Yakima for the ensuing six-year period,
all as contemplated and required by the State RCW 35.77.010 and applicable federal law; and
WHEREAS, the City of Yakima desires to amend the six-year program to include two (2)
additional projects:
• S. 1st St Pavement Rehabilitation
• Yakima Ave S. Overlay
and
WHEREAS, the City of Yakima desires to amend the Yakima Urban Area
Comprehensive Plan Capital Facilities Element to reflect the amended Six-year TIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the Six-year TIP; and
WHEREAS, a public hearing must be held on said programs before final approval, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That said program shall be presented for hearing and determination on Tuesday,
February 3, 2026, at the hour of 6:00 p.m., in the City Council Chambers, or as soon thereafter
as the same may be heard, and the notice of such hearing be given as approved by law.

The proposed improvements consist of milling and overlaying the existing asphalt,
crack sealing,new pavement markings,and replacement of sidewalks,curb and
gutter and curb ramps,and illumination. Improvements include spot pavement repair
areas where pavement has failed in isolated locations.
