City of Yakima Benjamin Sikma Solid Waste Division Singularity Services LLC Page 1 City of Yakima Route Optimization Proposal Singularity Services LLC Executive Summary Singularity Services LLC proposes to conduct a comprehensive route optimization project for the City of Yakima's Solid Waste Division. This one-time consulting engagement will reorganize approximately 14 residential cart and dumpster routes to improve operational efficiency, balance workload across drivers, and prepare for future growth. The project will reorganize the existing fragmented route structure into smarter, smoother and shorter time frames, with existing technology infrastructure. Background City of Yakima's routes grew organically over time. The city has no dedicated resources to redesign routes or optimize capacity as growth and new traffic congestion patterns emerged. Further growth is expected to strain existing resources. Multiple annexations and developments (Terrace Heights, Sozo area) require additional capacity, easier execution for drivers, and a scalable route framework. Existing wholistically planned routes are thirty years old and obsolete, and additional growth in other areas is expected. Routes vary in size from 500 to 760 stops, creating inequitable driver workload. Included Services: Singularity Services will provide a comprehensive reroute of the City of Yakima's collection services. • 9 Residential Automated Side Load Municipal Solid Waste routes run 1 time weekly Monday through Friday • 1 Residential Automated Side Load Municipal Solid Waste route runs 1 time weekly on Friday • 3 Yard Waste routes run 1 time weekly Monday through Friday • 1 Yard Waste route runs 1 time weekly Monday, Tuesday and Wednesday • 1 Dumpster route runs 1 time weekly Monday through Friday • 1 Dumpster route runs 1 time weekly on Wednesday Routes may be added during the course of any phase or after, with issuance of new PO for additional work and Contractor will provide a timely estimate for new work requests. The project goals and deliverables are as outlined below: 1. Routing Goals a. Add capacity for future growth i. Minimize windshield time (time not actively collecting) ii. Point to point optimization to maximize services per hour b. Improve flow of routes avoiding Page 2 City of Yakima Route Optimization Proposal i. Left hand turns ii. Back up events iii. High traffic areas during busy hours 2. Constraints and assumptions a. The City does not regularly run Sunday or Saturday Service b. Equal load in terms of hours per day per route - within +/- 60 minutes, which is expected to approximate 650-700 stops per route (equal distribution across routes within 50-100 stops, adjusting for windshield time and relative density of compared routes) c. Driver and vehicle proximity throughout the day for mutual support in event of breakdowns, absenteeism, and other unexpected challenges preventing route completion d. Number of routes should remain the same, gaining additional capacity (time) for expansion e. Routes should begin each day covering areas furthest from disposal site and end nearby 3. Data required from City of Yakima to further define scope a. Residential, dumpster and yard waste service data will break down existing services. We currently expect —40,000 addresses for —100,000 residents within the Yakima city limits b. Address, service, day, route, cart size, current sequence, lat/long (x,y) coordinate, any time constraints (i.e. "not before", "not after", "between") c. Equipment capacity - number of carts that can be serviced for each route/truck prior to requiring dump Singularity Services LLC 4. Service information for Municipal Solid Waste, Yard Waste, and Dumpster Service i. General information: Starting Point (Yard Address), capacity of truck assigned to route, Disposal Site (Landfill Address) ii. By route -day 1. Address and service type by route and by day, preferably indicating stops serviced before first dump and stops serviced before last dump of the day 2. Weights from disposal stops for each route for prior 3 months (baseline current state "as is" volume and proven capacity) 3. Hours by route -day from prior 3 months 5. Route size estimate (set out rates): i. Dumpster route (100%) ii. Solid waste route (95%) Page 3 City of Yakima Route Optimization Proposal Singularity Services LLC iii. Yard waste route (70%) 6. General routing information: a. High traffic zones b. Zones not accessible to bridge heights, weight restrictions c. Zones with limited access points (choke points) 7. Project champion at Yakima with: a. Familiarity with routing challenges or knows who to ask b. Ability to provide day-to-day guidance as questions come up c. Ability to attend milestone checkups and final deliverable presentation meetings, biweekly or as needed d. Able to serve as primary point of contact for Singularity Services LLC (project champion: Ben Sikma) Timing (To be filled in on initiation of Phase 1) • Data to be received by for initial review and feedback discussion meeting • Work to begin on and final product of routes and sequences assigned for each stop will be due no later than • Delay in responding to points of clarification or data requests may cause the final product to be delayed by a similar amount of time, although Contractor will make best efforts to gain back time to hit target milestones. Target dates will assume three business days as a normal response time, excluding vacations or PTO. • Contractor work availability hours are understood to be usually after 2 pm PT on weekdays (for synchronous work and meetings), with asynchronous work to be executed evenings and weekends by Contractor Final output will be provided in excel format similar to the structure and format of the data received. If there is a specific file format needed to import into existing City databases, please provide that format (if different from data file provided). The fee for this service will be $27,800.00, and not to exceed $27,800.00 without written approval from City with payment to be made against purchase orders issued by the City of Yakima for each Phase. This quote includes: Phase 1 - Deliverables: Data analysis, Benchmarking, Modularized Service Zones, Initial Routing Results for Validation 1. Geographic cluster breakdown of all routes to identify discrete areas of service with similar characteristics or constraints (limited access areas, high traffic, high density/low density, only serviceable by specific trucks, etc) $4,000 3. Sample result for all dumpsters routes and one yard waste route -day $2,000 Total: $8,800 (invoice submitted upon completion of Phase 1 deliverables) Phase 2 - Deliverables: Optimized Sequences for all remaining Monday and Tuesday stops 4. All Monday, Tuesday, and Wednesday Residential routes balanced and sequenced based on Phase 1 data, modularization and City feedback $13,400 (invoice submitted upon completion of Phase 2 deliverables) Phase 3 - Deliverables: All remaining routes balanced and sequenced 5.
