A RESOLUTION authorizing the City Manager to execute Change Order No. 01 for the Fire
Alarm System Replacement at the Yakima Air Terminal — McAllister Field.
WHEREAS, the City owns and operates the Yakima Air Terminal -McAllister Field in
accordance with applicable Federal, State, and Local regulations; and
WHEREAS, the City has entered into a contract with Cliff Thorn Construction for the
YKM Terminal Modernization project (Contract No. 1009251, dated April 17, 2025); a
WHEREAS, the existing proprietary fire alarm system at the terminal has failed, is non-
operational, and cannot be repaired due to obsolescence, requiring the City to conduct a fire
watch; and
WHEREAS, Change Order No. 01 provides for the replacement of the fire alarm system
with a new Silent Knight Voice Evacuation system, including all associated labor, materials, and
programming, at a cost of $170,044.94, with no change in contract time; and
WHEREAS, in accordance with City policy, change orders in excess of $100,000 require
City Council approval; and
WHEREAS, the City Council finds it to be in the best interest of the City and the public to
proceed with the execution of Change Order No. 01 to ensure the safety and functionality of the
terminal facility;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute Change Order No. 01 to the contract with
Cliff Thorn Construction for the YKM Terminal Modernization project, in the amount of
$170,044.94, for the replacement of the fire alarm system at the Yakima Air Terminal —
McAllister Field.

AGENDA STATEMENT
SUMMARY EXPLANATION:
In early October, rain infiltration caused the existing airport terminal fire panel to short. The system is old
and replacement parts to repair the system are unavailable. The airport has been on fire watch (regular
patrols of the terminal building during occupancy) since the panel went down.
This change order will replace the fire panel system within the Yakima Air Terminal that will make the
terminal compliant with the fire codes, modernize the system and lower the cost of maintenance by
utilizing a non-proprietary system allowing contracting with a local vendor. The existing system was
proprietary and required call outs from Spokane.
The replacement is added to the Baggage Claim project and costs are allocated 90% to the FAA and
10% to the YKM Airport.

RECOMMENDATION: Adopt Resolution.
