R-2025-184 A RESOLUTION authorizing the City Manager to adjust the 2026 Airport Rates and Fees within the Master Fee Schedule. WHEREAS, the City owns and operates Yakima Air Terminal -McAllister Field in accordance with applicable Federal, State and Local regulations; and WHEREAS, the Yakima Air Terminal -McAllister Field is an enterprise fund where revenues collected are to be utilized in support of the daily operations and maintenance functions at the airport; and WHEREAS, on December 5, 2023, Council adopted Resolution R-2023-172 placing certain fees in a Master Fee Schedule, which was then amended via Resolution R-2025-034 and WHEREAS, the Yakima Air Terminal -McAlister Field has established rates and fees for aeronautical and commercial property; these rates and fees are reviewed annually to ensure they are comparable to market rates and fees and Yakima airport market appraisal, and WHEREAS, Resolution R-2025-034 set a rate increase for 2025 and another rate increase for 2026, and WHEREAS, staff recommends keeping rates and fees at the 2025 level in consideration of impacts to tenant operation from terminal construction and market conditions impacting airfield tenants, and WHEREAS, the proposed amended 2026 rates and fees will maintain rates and fees at the 2025 level, and WHEREAS, the City Council has determined that approval of the amended 2026 rates and fees are in the best interests of the City of Yakima and will promote the purposes of the Yakima Air Terminal - McAllister Field, now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to execute the attached and incorporated 2025 and 2026 rates and fees on behalf of the Yakima Air Terminal -McAllister Field effective January 1st 2026. For Meeting of: December 9, 2025 ITEM TITLE:Resolution amending the 2026 Airport rates and fees SUBMITTED BY:Gary Ballew, Assistant City Manager BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT SUMMARY EXPLANATION: The adopted Airport Rates and Fees proposed land lease and terminal lease rate increases in both 2025 and 2026. In consideration of operational impacts from terminal construction, market conditions and improving tenant relations, staff recommends keeping the rates and fees at 2025 levels. The proposed rates for 2026 are attached and the rates that will be remaining the same as 2025 are shown in red.
