City of Yakima plans to proceed with the Chuck Austin Sidewalk Project. The proposed project is to install
new sidewalk on the West side of S. 16th Avenue, from. Chuck Austin Place, South, to the ARCO/AMPM.
412 square feet is needed from the above referenced parcel in full fee to construct the proposed
improvements.
Just Compensation was set on August 18, 2025, for $5,586.72. The offer packet was sent out via mail to
7502 116th Street East, Puyallup, WA on September 19, 2025.
Below is a table of Just compensation set by the City of Yakima based off the determination of value
made by the appraiser.

2. Brief summary of the basis for the owner's refusal of the City's offer.

The initial offer and packet was mailed to Mr. Davis on September 19, 2025. 1 spoke with Mr. Davis on
September 30, 2025, he rejected the offer of $1.3.56 per square feet, stating the price was too low. He was
given the information from the comparable sales package and he stated he felt the amount per square foot
was still too low based on what he felt the market was at. He gave a counteroffer of an additional
$4,413.28 ($10,000.00 in total) and when asking Mr. Davis to provide any information to support his
counter, he stated he didn't have the time. Considering there are comparable sales in the Comparable
Sales Packet that reflect values up to $18.54/SF, the City of Yakima accepted this counteroffer of an
additional $4,41.3.28.
In total, Mr. Davis' counter for the land value increased his total offer by $4,413.28.

3. Detailed explanation of the justification for the administrative settlement
The additional $4,413.28 for increased land value seems reasonable considering there are comparable
sales in the comparable sales packet that reflect vacant land value up to $18.54/SF. The additional time it
would take to have further negotiations could result in further project delays. The City of Yakima finds it
reasonable to accept Mr. Davis' counteroffer for an additional S4,413.28.
With the given information above, the counter for an additional S4,413.28 is recommended as reasonable
and prudent for the execution of this necessary public project.
