ITEM TITLE: Council Nominating Committee recommendations regarding
appointments to boards, commissions, and committees
SUBMITTED BY: Danny Herrera, Chair
SUMMARY EXPLANATION:
The Council Nominating Committee met on November 17, 2025 and made the following
recommendation:
• Arts Commission - appoint Brandon Dean and change Sylvia Merczel from the Community Rep
position to the Working Artist position
• Bicycle and Pedestrian Advisory Committee - reappoint Jennifer Gindt and Frank Purdy
• Lodging Tax Advisory Committee - reappoint Sarah Davila and Kathy Kramer
ITEM BUDGETED:
STRATEGIC PRIORITY 24-25: An Engaged Yakima
RECOMMENDATION: Approve recommendations.

COUNCIL NOMINATING COMMITTEE MINUTES
City Manager's Conference Room and via Zoom
Monday November 17, 2025
The meeting convened at 4:03 p.m.
Council present: Danny Herrera, Rick Glenn, and Reedy Berg (via speaker phone)
Staff present: City Clerk Rosalinda Ibarra and Eric Crowell (Tree City USA Board
staff liaison)
Danny Herrera was selected as Chair of this meeting.
1. The Council Nominating Committee reviewed applications and made the following
recommendations:
MOTION: Berg moved and Herrera seconded to recommend Brandon Dean to the
Community Member position on the Arts Commission. The motion carried
unanimously.
MOTION: Herrera moved and Berg seconded to change Sylvia Merczel from the
Community Member position to the Working Artist position on the Arts
Commission. The motion carried unanimously.
MOTION: Herrera moved and Glenn seconded to recommend Jennifer Gindt and
Frank Purdy for reappointment to the Bicycle and Pedestrian Advisory
Committee. The motion carried unanimously.
MOTION: Glenn moved and Herrera seconded to recommend Sarah Davila for
reappointment to the Lodging Tax Advisory Committee as a representative of a
business required to collect lodging tax. The motion carried unanimously.
MOTION: Glenn moved and Berg seconded to recommend Kathy Kramer for
reappointment to the Lodging Tax Advisory Committee as a member involved in
activities authorized to be funded by revenue received from the lodging tax. The
motion carried unanimously.
The Nominating Committee agreed to conduct interviews for one of the upcoming term
expiration positions on the Lodging Tax Advisory Committee (LTAC) for members who are
involved in activities authorized to be funded by revenue received from the lodging tax. The
interviews will be scheduled soon.
The application received for the vacancy on the Tree City USA Board did not meet the
criteria for the City Arborist position requirement. The application will remain on file should
another vacancy occur in the near future.
