Help the Trolley Become Self -Funded I support the Trolley as a Self -Funded Operation — NOT with scarce General Fund dollars. We face serious budget shortfalls in the General Fund. City Council should uphold the original City requirement that the trolley group pay all operation and maintenance costs. November 1985: Union Pacific offered to donate 21 miles of abandoned railroad tracks to Yakima to avoid track removal costs and take a tax deduction. December 1985: City Council voted NOT to accept the donation clue to operating costs/liabilities, and uncertainty about right to operate tourist trolleys on 160 privately -owned parcels. On reconsideration, Council "reluctantly" accepted track donation based on urgent safety need to remove dilapidated tracks on Nob Hill Blvd. between 16th & 48th Avenues, but the City would "proceed with divestiture of all property and equipment associated with the system" unless the Trolley group pays ALL costs of operation, maintenance, and insurance AND obtains private landowner permissions. 1987: Court ruled trolley cannot operate on abandoned railroad easement across Congdon Orchard lands because Trolley is NOT "railroad transportation" but instead is a "TouristAttraction." 2016 City Coundl Report: "the remaining trolley infrastructure is deteriorating so quickly that a decision must be made to either invest in its upgrade or close down the system." 2026: Clarify if there is actually a current trolley operating agreement. It appears to have expired in 2024 without any Council re -authorization prior to expiration. If so, the city may face a potential adverse audit finding for 2025 expenditures, made without a valid contract. Draft trolley agreement appears to INCREASE General Fund subsidies: 1. Gas, electric, water/sewer, refuse, phone, EV charger, and new this year, phone, internet, telecommunications and alarms. No costs identified. 2. Undisclosed General Fund subsidies: Salaries/Benefits of City Management/Finance/Legal. This was budgeted as $8,000 in 2022. What is it now? 3. Will raised Utility Taxes subsidize $thousands of undisclosed General Fund trolley expenses? 4. Some trolley operations/maintenance costs are in Selah, not Yakima! Why? 5. Previously shared revenue now exclusively for trolleys! Why? 2025-2026 Biennial Budget: Trolley expenditures exceed revenues by $Thousands/vear. Review Trolley's fundraising and why Trolley reduces City's share of revenue: 1. Private Fundraising by renting City property for up to $350/hour — trolley gets revenue 2. Selling/Providing donors alcoholic beverages at City -owned facilities — is this appropriate? 3. Trolley now keeps larger percentage of revenue — why? Please sell the trolley barn/museum to the trolley organization for assessed value of $260,000 - Trolley assumes all operation and maintenance costs. 1. Cut tens of thousands in general fund subsidies, reducing taxpayers' burden. 2. Redirects $260,000 in new revenue to help keep open Lions Pool or Harmon Center.
