HomeMy WebLinkAbout11/03/2025 Business Meeting96 YAKIMA CITY COUNCIL MINUTES November 3, 2025 City Hall - Council Chambers - 129 N 2"d Street, Yakima WA 5:30 PM City Council Regular Meeting - Conducted in person and virtually via Zoom 1) Roll Call The meeting was called to order at 5:30 p.m. Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda 1 barra. 2) Pledge of Allegiance Mayor Byers led the Pledge of Allegiance. 3) Interpreter Services Mayor Byers introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4) Public Comment Rasmus Hansen, City resident, and Brian Korst, City resident, spoke in opposition to immigration authorities accessing the Yakima Police Department's Flock cameras data and urged Council to comply with existing policies. Mr. Hansen also congratulated the City of Yakima Engineering Division on the recently completed roundabout projects at Powerhouse Rd, Fruitvale Blvd, and 34th Avenue. Tony Courcy, City resident, spoke about trust and ongoing concerns with the City's response to crosswalk issues. 5) Open Discussion for the Good of the Order None. Council Reports Mayor Byers presented the "Rising Thunder" plaque to the City from Colonel Masahiro Yamashita of Japan from their recent military training at the Yakima Training Center. 7) Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 7C was removed from the Consent Agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion -see motion directly below.) MOTION: Brown moved and Deccio seconded to approve the consent agenda as read. The motion carried by a 7-0 roll call vote. R-2025-162, A RESOLUTION accepting and approving the 3rd Quarter 2025 Claim Report for the City of Yakima. 7.0 This item was removed from the Consent Agenda. 7.D Resolution authorizing Supplemental Agreement No. 4 to Task Order No. 2022-01 with HLA Engineering and Land Surveying, Inc. for the Water/Irrigation and Wastewater Divisions Low -Income and Unserved Utility Areas Project AC2570 and SC2605 RESOLUTION NO. R 2025-164, A RESOLUTION authorizing the City Manager execute Supplemental Agreement No. 4 to Task Order No. 2022-01 entered into with HLA Engineering and Land Surveying, Inc. for the Water/Irrigation and Wastewater Divisions Low -Income and Unserved Utility Areas Project AC2570 and SC2605. 7.E Resolution authorizing a Right of Way Use Permit Application RL250013 for a driveway off N 5th Avenue for the use of a duplex at 801 N 5th Avenue RESOLUTION NO. R-2025-165, A RESOLUTION authorizing the issuance of a right-of-way long term use permit to allow a driveway off N 5th Avenue along the south side of the property at 801 N 5th Avenue for a duplex. 7.F Resolution authorizing Supplemental Agreement 1 with RH2 Engineering, Inc. for 1-82 Sewer Main Extension at the Landfill Mill Site Project 2760 RESOLUTION NO. R-2025-166, A RESOLUTION authorizing a Professional Services Supplemental Agreement 1 with RH2 Engineering, Inc. (RH2) for 1-82 Sewer Main Extension at the Landfill Mill Site Project 2760. 7.G Resolution creating a new Yakima Downtown Development and Promotion Agreement with the Downtown Association of Yakima for the expenditure of additional 2025 Mainstreet funding RESOLUTION NO. R-2025-167, A RESOLUTION authorizing the City Manager of the City of Yakima to execute the Yakima Downtown Development and Promotion Agreement with the Downtown Association of Yakima (DAY) for the purpose of promoting economic development, beautification, tourism, and recreational activities in the downtown district through the Washington State Main Street Program. Items Removed from Consent 7.C) Resolution authorizing a grant agreement with the Washington State Department of Commerce for the improvements to Elks Memorial Park Parks and Recreation Manager Ken Wilkinson described that the funds will be used to upgrade the outfield fence at Elks Memorial Park. The City Clerk read the resolution by title only. MOTION: Brown moved and Deccio seconded to approve the resolution Item 7C. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-163, A RESOLUTION authorizing execution of an Agreement with Washington State Department of Commerce for a grant of $99,910.00 for improvements to Elks Memorial Park. November 3, 2025 - Yakima City Council Meeting Minutes Page 2 of 3 98 8) Public Hearings None. 9) Department Items 9.A Ordinance amending the 2025 Biennial Budget for the City of Yakima and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2025 for various purposes (First Reading) Craig Warner, Director of Finance and Budget, briefed Council on the first reading of the budget amendments. The City Clerk read the ordinance by title only. First Reading of AN ORDINANCE amending the 2025-2026 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various funds for expenditures during 2025 for various purposes. 10) City Manager Update Yakima Police Captain Chad Janis responded to questions related to the recent media reports regarding access to Flock data by Immigration and Customs Enforcement (ICE). City Manager Vicki Baker reported on a letter from the Fair Play Coalition requesting assistance from the City regarding unlicensed food vendors. Baker provided clarification about the portions of the request that are outside of the City's jurisdiction and the types of licensing available for mobile food vendors. City Council encouraged education outreach to food vendors rather than additional regulations. 11) Other Business None. 12) Adjournment MOTION: Brown moved and Berg seconded to adjourn to session on November 12, 2025, at 5:00 p.m. in the City Ha motion carried by unanimous vote.
