For Meeting of: November 18, 2025 ITEM TITLE: Resolution declaring refuse trucks (3350 and 3321) and streets asphalt paver (6087) as surplus and authorizing its disposal per Surplus Disposal Policy 3-100 SUBMITTED BY: Scott Schafer, Public Works Director * Kerry Jones, Fleet and Facility Manager SUMMARY EXPLANATION: The City of Yakima (City) owns various used rolling stock for which the City has no immediate or foreseeable use and which are surplus to the needs of the City. Currently, the City has a 2017 Mack/Heil Refuse Truck (ER3350) has reached end of life cycle and needs extensive body and floor repairs, a 2015 Mack/Heil Refuse Truck (ER3321) that needs a new transmission and extensive body repairs, and a 2012 Leeboy Asphalt Paver(ER6087)which is in fair condition but has reached end of life cycle and no longer fits within the City's paving needs. Assets are proposed to be declared surplus and sold on GovDeals, a public online auction host. Surplus Disposal Policy 3-100 permits the City to declare certain rolling stock surplus and authorizes disposal of said property in a manner most beneficial to the City of Yakima; requiring any surplus exceeding $15,000 to be approved by City Council. We anticipate each item to exceed the $15,000 threshold. ITEM BUDGETED: N/A STRATEGIC PRIORITY 24-25: A Resilient Yakima RECOMMENDATION: Adopt Resolution. ATTACHMENTS: Resolution ER3350. ER3321, and ER6087.docx 25 RESOLUTION NO. R-2025- A RESOLUTION declaring refuse trucks (ER3350) and (3321) and streets asphalt paver (ER6087) as surplus and authorizing its disposal per surplus disposal policy 3-100 WHEREAS, the City of Yakima owns various used rolling stock for which the City has no immediate or foreseeable use and which are surplus to the needs of the City; and WHEREAS, ER3350 a 2017 Mack/Heil Refuse truck, ER3321 a 2015 Mack/Heil Refuse truck and ER6087 a 2012 Leeboy asphalt paver are proposed to be sold on GovDeals, a public online auction host; and, WHEREAS, Surplus Disposal Policy 3-100 permits the City to declare certain rolling stock surplus and authorizes disposal of said property in a manner most beneficial to the City of Yakima; and WHEREAS, the City Council finds that it would be in the best interest of the City to dispose of said used rolling stock in the proposed manner or in a manner that is most beneficial to the City of Yakima, now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council hereby declares the aforementioned rolling stock to be surplus to the needs of the City of Yakima, and the City Manager is hereby authorized and directed to dispose of said property in a manner most beneficial to the City of Yakima.
