HomeMy WebLinkAbout10/21/2025 Business Meeting91 YAKIMA CITY COUNCIL MINUTES October 21, 2025 City Hall - Council Chambers - 129 N 2"d Street, Yakima WA 5:30 PM City Council Regular Meeting - Conducted in person and virtually via Zoom. 1) Roll CaII The meeting was called to order at 5:30 p.m. Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy Staff: City Manager Vicki Baker, Senior Assistant City Attorney Bronson Faul and City Clerk Rosalinda lbarra 2) Pledge of Allegiance Mayor Byers led the Pledge of Allegiance. 3) Interpreter Services Mayor Byers introduced Jorge Villasenor who announced interpreter services are available in Spanish, 4) Public Comment Anne Knapp, City resident; Paul Edmondson, City resident; Ken Johnsen, City resident; Shanna Buckles, City resident; James Carmody, City resident; Mike Shinn, legal counsel for the Yakima Valley Trolleys; provided remarks about the Yakima trolleys and requested additional discussion and consideration for item 7J relating to SEPA review. Tony Sandoval, City resident, mentioned concerns about an incident related to unlicensed food vendors and asked for additional information related to overtime costs incurred by the City. Tony Courcy, City resident, spoke about accessibility and storm drains around 16th Ave & Fruitvale Blvd. 5) Open Discussion for the Good of the Order None. Council Reports 6.A Council Nominating Committee recommendations regarding appointments to boards, commissions, and committees October 21, 2025 — Yakima City Council Meeting Minutes Page 1 of 5 92 Councilmember Berg reported on the October 9, 2025 Council Nominating Committee meeting. The Nominating Committee recommended Dr. Roy Gondo for appointment to the Yakima Planning Commission. MOTION: Brown moved and Roy seconded to adopt the Council Nominating Committee recommendations. The motion carried by unanimous vote. 7) Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item J was removed from the Consent Agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion -see motion directly below.) MOTION: Brown moved and Berg seconded to approve the consent agenda as read. The motion carried by a 7-0 roll call vote. 7.A Approval of minutes from the October 7, 2025 City Council regular meeting and October 14, 2025 study session 7.B 2025 3rd Quarter Treasury Report 7.0 Approve payment of disbursements for the period September 1 - 30, 2025 7.D Resolution authorizing a contract with Interwest Construction, Inc. for Project SC2842 Yakima Arboretum Force Main Rehabilitation RESOLUTION NO. R-2025-151, A RESOLUTION authorizing a contract with Interwest Construction, Inc. for Project SC2843 Yakima Arboretum Force Main Rehabilitation. 7.E Resolution accepting the grant and loan agreement with Yakima County Supporting Investments in Economic Development (SIED) for Mead Avenue pedestrian crossing signal to support G.S. Long RESOLUTION NO. R-2025-152, A RESOLUTION authorizing the City of Yakima to accept the grant and loan agreement from Yakima County Supporting Investment in Economic Development (SIED) fund to install pedestrian signal improvements in the vicinity of 5 West Mead Ave for G. S. Long Company in the City of Yakima. 7.F Resolution to execute a repayment agreement with G.S. Long for the Mead Ave pedestrian crossing signal project RESOLUTION NO. R-2025-153, A RESOLUTION authorizing the City of Yakima to enter into a repayment agreement with G.S. Long to install pedestrian signal improvements in the vicinity of 5 West Mead Avenue, Yakima, Washington. 7.G Resolution authorizing the second amendment to Lease Agreement #2 with McCormick Air at the Yakima Airport RESOLUTION NO. R-2025-154, A RESOLUTION authorizing the second lease amendment to Lease Agreement #2 with Robert Y and Joyce McCormick for property located at 3108 W. Washington Avenue, Yakima Air Terminal -McAllister Field. October 21, 2025 — Yakima City Council Meeting Minutes Page 2 of 5 93 7.H Resolution authorizing acceptance of a National Highway System award with the Washington State Department of Transportation for the S 1st St Pavement Rehabilitation Project 2885 RESOLUTION NO. R-2025-155, A RESOLUTION authorizing acceptance and execution of a grant program agreement with the Washington State Department of Transportation for the S 1st Street Pavement Rehabilitation Project 2885. 7.1 Resolution authorizing acceptance of a National Highway System award with the Washington State Department of Transportation for the Yakima Ave South Overlay Project 2886 RESOLUTION NO. R-2025-156, A RESOLUTION authorizing acceptance and execution of a grant program agreement with the Washington State Department of Transportation for the Yakima Ave S Overlay Project 2886. 7.J This item was removed from the Consent Agenda 7.K Resolution authorizing acceptance of YVCOG Carbon Reduction Program (CRP) award for the N 16th Ave Sidewalk Project 2860 RESOLUTION NO. R-2025-158, A RESOLUTION authorizing acceptance and execution of a federal Carbon Reduction Program (CRP) award with Yakima Valley Conference of Governments (YVCOG) for the N 16th Ave Sidewalk Project 2860. 7.L Resolution authorizing acceptance of YVCOG Congestion Mitigation & Air Quality (CMAQ) award for the Yakima Alley Paving Project 2859 RESOLUTION NO. R-2025-159, A RESOLUTION authorizing acceptance and execution of a federal Congestion Mitigation & Air Quality (CMAQ) award with Yakima Valley Conference of Governments (YVCOG) for the Yakima Alley Paving Project 2859. Items Removed from the Consent Agenda 7.J Resolution authorizing acceptance of YVCOG Transportation Alternatives Program (TAP) award for the Naches River Bridge Repair (Trolley Bridge) Project 2801 Community Development Director Bill Preston briefed the Council on the proposed resolution and clarified information related to Council questions. The City Clerk read the resolution by title only. MOTION: Herrera moved and Deccio seconded to pass the resolution as presented. The motion carried by a 4-3 roll call vote; with Berg, Brown and Glenn voting no. RESOLUTION NO. R-2025-157, A RESOLUTION authorizing acceptance and execution of a federal Transportation Alternatives Program (TAP) award with Yakima Valley Conference of Governments (YVCOG) for the Naches River Bridge Repair (Trolley Bridge) Project 2801. 8) Public Hearings None. October 21, 2025 — Yakima City Council Meeting Minutes Page 3 of 5 94 9) Department Items 9.A Resolution authorizing a Memorandum of Understanding with Jonathan M. Wainwright Memorial VA Medical Center Walla Walla and Yakima County Superior Court for the Yakima Valor Notification Program Yakima Police Captain Chad Janis briefed Council on the proposed resolution which formalizes a partnership to implement the "Yakima Valor Notification" program for veterans in the criminal justice system that may benefit from a veterans -only diversion court. Yakima County Superior Court Judge Jeff Swan and Diane Goodnight of the Walla Walla Veteran's Administration expressed support and interest in partnering with the Yakima Police Department on this program. The City Clerk read the resolution by title only. MOTION: Deccio moved and Brown seconded to adopt the resolution Memorandum of Understanding. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-160, A RESOLUTION authorizing a Memorandum of Understanding (MOU) between the City of Yakima, Jonathan M. Wainwright Memorial VA Medical Center and Yakima County Superior Court for the implementation of the "Yakima Valor Notification" program. 9.B Resolution authorizing an interlocal agreement with Washington Traffic Safety Commission for funding to provide traffic safety emphasis patrols Yakima Police Captain Chad Janis briefed Council on the proposed resolution for traffic safety patrol funding. The City Clerk read the resolution by title only. MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-161, A RESOLUTION authorizing an Interlocal agreement with Washington Traffic Safety Commission for funding to provide traffic safety emphasis patrols. 9.0 City's response to the 2025 Yakima Basin drought and future drought preparedness efforts Water & Irrigation Manager Mike Shane reported on how the City is responding to the curtailment order issued by the Department of Ecology due to the current drought conditions including early irrigation shut down, water conservation, and use of the City's wells to meet ground water supply demands. The city is planning future drought preparation efforts such as adding two additional ASR wells to ensure adequate water storage and supply reliability and seeking further funding opportunities. 9.D 2024 Trolley Report Presentation Planning Manager Trevor Martin provided an in-depth overview of the SEPA (State Environmental Policy Act) environmental review requirements and processing criteria. Community Development Director Bill Preston, the City's designated SEPA Responsible Official, determined that SEPA would be required for the non -project operation and maintenance agreement with the Trolley. October 21, 2025 — Yakima City Council Meeting Minutes Page 4 of 5 95 Additionally, Mr. Preston presented the 2024 Yakima Valley Trolley Annual Report to Council highlighting achievements and challenges including ridership data. Mr. Preston also reported that the Yakima Valley Trolley organization agreed to revise the City's contribution in the proposed 2026-2030 operation license agreement to cover only essential building operating expenses, such as water, sewer, power and gas. The Trolley organization would cover all other operating costs including insurance. After extensive Council discussion, MOTION: Deccio moved and Roy seconded to direct staff to bring back on December 9 the new operating agreement for the trolley that we talked about today. The motion carried 5-2; with Berg and Glenn voting no. 10) City Manager Update City Manager Vicki Baker commended City staff for their great efforts in securing approximately $12 million dollars of federal and state grant funding which Council accepted on tonight's agenda. She also recognized Mike Shane and Public Works Director Scott Schafer on the City's planning for water supply needs in the City of Yakima. 11) Other Business None. 12) Adjournment MOTION: Brown moved and Berg seconded to adjourn to the next City Council regular meeting on Monday November 3, 2025, at 5:30 p.m. in the City Hall Council Chambers. The motion carried by unanimous vote.
