A RESOLUTION declaring support for a new Community Development initiative directed
toward strengthening families in the Yakima Valley, as well as support
for the concept of the City partnering with the community in this effort;
and further agreeing to investigate and research the possibility of the
City acting as the Fiscal Agent for disbursement of federal funding on
behalf of the initiative.
WHEREAS, the Strengthening Families Yakima Valley project (SFYV) is a federally
funded five-year community demonstration initiative intended to assist in creation of a
community coalition providing programs and supporting efforts designed to strengthen
family relations, reduce family violence through education and related public services,
cooperate with Child Support Enforcement to reach their clients and increase parental
financial responsibility towards children; and
WHEREAS, the City of Yakima has been asked to consider partnering in these
efforts by serving as the fiscal agent for the disbursement of available federal funding
granted for support of this project; and
WHEREAS, in response to this request the City of Yakima has coordinated with the
State Department of Social and Health Services (DSHS) and the Division of Child Support
Enforcement (DCS), as well as other local and non -local agencies cooperatively associated
with this initiative to gain a more complete understanding of this federal program,
particularly with regard to the role and responsibilities of the fiscal agent overseeing the
financial resources available to the program; and
WHEREAS, program analysis is still underway and final determinations of fiscal
agent duties and responsibilities have not been identified; and
WHEREAS, the City of Yakima does have some experience as a fiscal agent on
behalf of other federally funded programs and is fairly confident that the City has the
capacity to fulfill the responsibilities of this position insofar as the City's past experience in
that regard; provided the proposed initiative includes funding for a Project Director that
would oversee the various service providers' programs and their expenditures, as well as
the funds necessary to meet the City's additional administrative expenses and costs; NOW,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City of Yakima declares its support for the Strengthening Families Yakima
Valley initiative, as well as for the concept of the City's role as fiscal agent for oversight and
disbursement of federal funds that may become available in support of this initiative,
pending further study of the particular and practical requirements of that role.

SUMMARY EXPLANATION:
The Strengthening Families Yakima Valley (SFYV) project is a Federally funded five-year
community demonstration initiative. This program helps create a community coalition to provide
programs and engage in efforts that will strengthen families, reduce family violence through
education and services, work with Child Support Enforcement to reach their clients and increase
fathers' financial responsibility towards their children. The City has been asked to be a partner by
serving as the fiscal agent for the disbursement of the Federal funds that have been granted for
this project. Since receiving this request, staff has been working with the State Department of
Social and Health Services (DSHS) and the Division of Child Support (DCS) as well as other local
and non -local agencies involved in this initiative to better understand this federal program and
the role and legal and fiduciary responsibilities of the program's fiscal agent. Although staff has
not completed this evaluation at this time, the City has some experience as a fiscal agent for other
federal programs and is fairly confident that we do have the capacity to fulfill the responsibilities
of the fiscal agent, subject to our understanding that the program includes funding for a qualified
Project Director to oversee the service providers and their programs and expenditures as well as
funding to cover the City's additional administrative costs.
