Public Comment – None Urban Growth Area Presentation by Aaron Cohen, Yakima County Long Range Planner – Aaron Cohen from Yakima County Planning introduced himself to the commission and gave a PowerPoint presentation covering the Urban Growth Area Overview, Land Capacity Analysis Methodology, and both the quantitative and qualitative results of the Yakima LCA. The commission asked questions and participated in discussion. Affordable Housing Types and Models This page discusses housing types that are affordable to more people in the local real estate market. Many of these housing types have smaller footprints that lower construction costs. Similarly, advancements in off-site construction and mass timber can make housing more affordable, as well as leading to innovations in small living.  This page reviews several affordable housing types, including micro units, co- living, single-resident occupancy, manufactured homes, tiny homes, tiny homes on wheels, and accessory dwelling units. Micro units, co-living, or single-resident occupancy (SRO) homes can often be found connected to or within existing multi-person buildings or formal shared living spaces. Accessory dwelling units (ADU) can be either attached or detached to other dwellings, while tiny homes, tiny homes on wheels (THOW), and manufactured homes can be considered as detached, independent types of housing.  Micro Units, Co-Living, and Single-Resident Occupancy  Micro units generally measure under 400 square feet and are included as part of a multi-unit building. Some micro units include their own private bathroom and a kitchenette, whereas others only include a private living space with shared kitchen and bathrooms. Other units exist somewhere along this spectrum. No matter the layout, these units are generally created in urban development areas, mixed-use zones, or along transit routes to create density and affordability for single residents or small families. Many cities in Washington have begun to allow this type of development. Washington State building standards  10/17/25, 2:01 PM MRSC - Types of Affordable Housing https://mrsc.org/explore-topics/housing-homelessness/housing/types-of-affordable-housing 3/15 Page 6 of 59 These units can also be referred to as: “micro-apartments,” “small efficiency dwelling units,” “micro housing,” “apodments,” “residential suites,” and “co- living apartments,” all with similar requirements and regulations. There is no agreed-upon definition or regulation standard statewide, and not all municipalities specify size limits, but these apartments tend to be between 120 and 400 square feet. In 2024, the Washington State Legislature passed , which requires certain cities and counties to permit co-living housing on any lot located within urban growth areas that allows at least six multifamily residential units. It also prohibits a city or county from imposing certain regulations on co-living housing. In some municipalities, small apartments that do not have private bathrooms and/or kitchenettes are regulated under congregate housing or single-room occupancy (SRO) regulations. This type of housing generally includes private bedrooms attached to a hallway with a shared communal bathroom, kitchen, and living facilities. While the line between micro units and single-resident occupancy is thin, there are some differences: Micro units (sometimes referred to as micro-apartments, co-living, “apodments," etc.) are attached to a multi-unit development and may or may not offer completely private living spaces, including a bathroom and/or kitchenette. Single-resident occupancy (SRO) are units where each person living onsite has private living quarters (usually just one room that serves as a combined bedroom/sitting area) but shares a bathroom, kitchen, and other communal spaces. Kenmore – Micro housing dwelling units are defined as apartments with maximum area of 320 square feet with possible shared kitchen and bath facilities. – Parking requirements for micro units vary by city zone and proximity to a major highway. – Defines SRO as a room with a shared bathroom and other communal spaces. Seattle – Defines congregate residence as rooms or lodging for non-transient persons.  – Sets forth minimum room size and other technical requirements for micro units. – Defines SRO as a sleeping area of at least 120 square feet with access to shared bathrooms and kitchen facilities. Shoreline – Defines characteristics of microhousing units and possible associated shared facilities. Administrative Order No. 050114 – Specifies a 0.5 parking ratio for multifamily structures including at least five microunits. These local governments must revise their ADU regulations, within six months after their periodic update due date, to meet a number of requirements in .   While the high cost of constructing detached ADUs may preclude them from being considered “affordable housing,” allowing for separate, attached ADUs within existing residences will likely result in new, more affordable housing units. Washington’s senior citizen and disabled persons property tax exemption and qualification for deferral programs also apply to one detached accessory dwelling unit. For more information, see MRSC’s page on Accessory Dwelling Units (ADUs). Further, when installed, the state requires that a manufactured home be set on a permanent foundation in the manner specified by the manufacturer. Local governments can regulate the siting of manufactured homes and mobile home parks. Skagit County’s handout on offers information on county requirements. However, rising land values and new development can force many of these parks to close. Some municipalities, such as Bothell and Kenmore, have instituted regulations for the purpose of preserving mobile home parks in their jurisdictions. For additional information, see our Manufactured Housing Regulation and Preservation page. – Mobile Home Park Overlay zoning classification is used to retain manufactured home parks as source of affordable single-family and senior housing. Applied to existing parks that contain rental pads. Limits development unless a comprehensive plan amendment is adopted. – Sets standards for existing manufactured housing communities. Tiny Homes on Wheels and Tiny Houses/Small Houses  When most people talk about “tiny homes,” they are likely to be thinking of a Tiny Home on Wheels (THOW). THOWs are designed to be easily transported from location to location, are often custom built, and usually make provisions for living, sleeping, cooking, and sanitation. In comparison, a tiny house/small house will vary in size (typically less than 600 sq. ft.), is built on a foundation, and has been constructed to meet Building and Residential Code (i.e., IBC/IRC) standards for a permanent dwelling unit meant to be lived in year-round. Within urban areas, tiny houses/small houses are sometimes used as Detached Accessory Dwelling Units (DADU) and located in backyards of larger primary residences. However, they have also been developed in clusters (as stand-alone communities) or used as primary residences in rural or rural/suburban settings.  Portland Alternative Dwellings  10/17/25, 2:01 PM MRSC - Types of Affordable Housing https://mrsc.org/explore-topics/housing-homelessness/housing/types-of-affordable-housing 9/15 Page 12 of 59 In 2019, the Washington State Legislature expanded the potential for construction of tiny homes on foundations to make it more feasible for these structures to be used as primary residences. Tiny homes on foundations are also being used in cities and counties to temporarily house unsheltered individuals. This sometimes leads to the creation of tiny home villages (see the , which operates several villages) where each resident has an independent tiny home residence, as well as shared cooking and sanitation facilities. Examples of Tiny House/ Small House Regulations – Includes tiny houses in its definition of single-family dwellings as detached dwellings of less than 150 square feet, constructed or mounted on foundations and connected to utilities. Clark County groups tiny houses with other single-family homes, with both housing types being permitted in similar zones.   – Allows for the creation of tiny homes clusters surrounding a common open space, subject to specific standards. Examples of THOW, PMU and RV Regulations A park model home/unit (PMU) is built according to recreational vehicle (RV) industry code and follows the same rules for quality and design. Many local governments regulate PMUs in the same manner that they do RVs.  – Conditionally allows RVs and PMUs as emergency and transitional housing.  – Permits recreational vehicles, including PMUs and THOWs, in the R-6A zone, which is designated for manufactured and trailer homes.   – Specifies that no , including , shall be allowed as .   – Sets standards for mobile home (including tiny home) parks that treat tiny homes as THOWs instead of permanent structures on foundation.   Whatcom County Municipal Code – Several sections, including , , , and , authorize park model trailers and other types of RVs to be located in a variety of residential zones. Modular Housing Modular housing is factory-built housing that is transported and assembled onsite. Modular construction, also known as off-site construction, has historically been used for single-family housing. More recently, it has also been used to construct multi-story commercial buildings (especially hotels) and multi-family housing. Chelan Municipal Code Sec. 17.13.050  Ocean Shores Municipal Code Sec. 17.25.020  Skagit County Municipal Code Sec. 14.16.710  recreational vehicle park model trailers  accessory dwelling units  Sultan Municipal Code Sec. 16.46.070  Sec. 20.24.130 Sec. 20.22.130 Sec. 20.72.130 Sec. 20.36.130  10/17/25, 2:01 PM MRSC - Types of Affordable Housing https://mrsc.org/explore-topics/housing-homelessness/housing/types-of-affordable-housing 11/15 Page 14 of 59 Under optimal conditions, there are a variety of benefits to factory-built modular housing, including: Reduction of costs by shortening construction timelines, leading to faster “time to market” (versus traditional construction); Efficiencies resulting in a lower sq. ft./unit cost and reduce project costs; Safer working conditions, as compared to traditional, on-site construction; Year-round modular housing factory operability in contrast to traditional construction's seasonal weather limitations; Modular housing factories' cost efficiency due to streamlined assembly, better quality control, and more efficient use of materials, leading to leading to less waste, which also makes it ran environmentally sustainable approach; and Modular housing's ability to be built simultaneously during the site preparation phase of construction (i.e., instillation of utilities, grading, building the foundation). Since modular housing is a relatively new construction method, it is not widely used in Washington. This is due to several factors, mostly involving limited knowledge and experience. (2018) – A short, effective explanation of the overlapping nature of these three terms.  (2019) – Reviews modular construction options in the Puget Sound and the companies behind these options.  Mass Timber Mass timber is a group of framing styles typically categorized by use of large wood panels for wall, floor, and roof construction. This category includes multiple products, including cross-laminated timber, nail-laminated timber, glued-laminated timber, dowel-laminated timber, structural composite timber, and wood-concrete composites. Mass timber construction offers a lighter carbon footprint, making it a greener option than traditional construction methods, as well as being an efficient and safe method for use with large construction projects. It also offers cost savings over traditional construction methods for medium to high-rise buildings by using wood framing instead of more expensive concrete and steel framing. The  made changes to allow for tall wood and mass timber construction in July of 2019, opening the door for mass timber construction projects (for example, see projects from ). The  apartment building Seattle is an example of integrating mass timber design into an affordable housing development (with 126 affordable units), as well as sourcing wood products from regional supply chains to demonstrate the carbon sequestration benefits of timber. Life- cycle analysis reports highlight the project’s environmental and financial benefits at the end of its life, including reduced demolition costs and the potential for timber reuse, which can help offset some of the initial construction expenses associated with mass timber. The effective date for these bills was June 6, 2024, unless otherwise noted. ESHB 1998: Co-Living                                     From the outside, co-living buildings (also referred to as single-room occupancy, congregate living facilities, boarding houses, and more) often appear as standard multi-family residences, but the sleeping units are usually smaller, and common spaces, like kitchens, are shared with other residents. 10/17/25, 2:01 PM MRSC - Six Housing and Planning Bills that Help Washington Communities Confront the Housing Crisis https://mrsc.org/stay-informed/mrsc-insight/august-2024/six-housing-and-planning-bills-that-help-washington-communities-confront-the-housing-crisis 1/6 Page 19 of 59 This type of housing is more affordable and plays an important role in serving singles, young adults, and older adults due to their convenient locations, opportunities for socializing, and low maintenance needs. Recognizing that development regulations can impact the ability to develop more of these units and more affordably, requires fully planning cities and counties to revise their codes to allow this housing option under certain circumstances by December 31, 2025: Must allow co-living in areas that allow multifamily housing with six or more units per lot on land inside urban growth areas;  Can’t require room dimension standards larger than what’s required by the state building code; May not treat a sleeping unit as more than ¼ of a dwelling unit for density purposes; Can’t require parking within a ½-mile of a major transit stop or provide more than .25 spaces per sleeping unit, with exceptions; Must reduce sewer connection fees per sleeping unit to half of what’s charged for a standard dwelling unit;  Can’t require standards more restrictive than those required for other multi-family buildings in the same zone; Can’t exclude co-living from affordable housing incentive programs; and Other standards as outlined in the bill. See MRSC’s Types of Affordable Housing page for examples of co-living codes. SB 6015: Parking Standards Most cities are overparked, meaning they have more parking spaces than people. Excessive surface and structured parking impacts nearly all aspects of community life, from walkability to housing availability and affordability. Costs to build parking for residential development are usually passed along to tenants and homeowners. Overparking has broad implications for a community’s growth and development goals, too. Areas occupied by surface parking lots and garages could be filled with housing, businesses, and greenspace that not only provide places for people to live, work, and play, but also result in compact, walkable, mixed-use development and less sprawl into rural areas. E2SSB 6175: Building Conversions With the pandemic came a stark shift in how and where employees work, resulting in higher vacancy rates for office and commercial spaces, including those on ground floors in downtown districts. To keep these spaces full and increase the vibrancy of street life, cities are allowing more creative ground- floor uses, like small-scale manufacturing, public spaces, and housing. To encourage these conversions for affordable housing, allows cities to establish by resolution a retail sales and use tax deferral program for the conversion of commercial buildings to provide affordable housing, under certain conditions. To receive a deferral under the new law: The project must be set aside primarily for multifamily housing units with at least 10% affordable to low-income households; The legislative authority must find that there are significant areas of underutilized commercial property and a lack of affordable housing in areas proximate to the land; and SB 6015  E2SSB 6175  10/17/25, 2:01 PM MRSC - Six Housing and Planning Bills that Help Washington Communities Confront the Housing Crisis https://mrsc.org/stay-informed/mrsc-insight/august-2024/six-housing-and-planning-bills-that-help-washington-communities-confront-the-housing-crisis 3/6 Page 21 of 59 The applicant must commit to any additional affordability and income eligibility conditions adopted by the local government. If a project maintains those qualifications for at least 10 years, the sales and use taxes don’t need to be repaid.  ESHB 2321: Middle Housing Clarifications 2023’s was adopted to require more housing options, like duplexes and townhomes, across the state. Often referred to as “middle housing,” these housing types comprise a range of house-scale buildings with multiple units that are compatible in scale and form with detached single-family homes. Middle housing forms include duplexes, triplexes, fourplexes, fiveplexes, sixplexes, courtyards apartments, cottage housing, and townhomes. builds on last year’s bill and clarifies several requirements for middle housing and minimum residential density, including the definition of “major transit stop”; which cities must provide a certain number of middle housing types; and exemptions for critical areas, lots created through lot splits, and areas on islands designated as sole source aquifers. See updated guidance on and code examples on MRSC’s Missing Middle Housing page. 2SHB 2071: Residential Building and Energy Codes  sets in motion a process to modify state residential building codes so that they apply to middle housing projects with up to six units. As a first step, it directs the to convene two advisory groups: one to recommend changes needed to apply the residential code to multiplex housing and another to recommend changes needed to allow smaller dwelling units under the building code. It also requires the to contract for the development of an optional standard energy code plan set that meets or exceeds all energy code regulations for residential housing. Like , this bill builds on 2023’s  and is meant to reduce barriers, including costs, for middle housing.  SSB 6059: Manufactured Housing Communities (MHCs) Manufactured houses are factory-built dwellings that are later placed on permanent foundations. Because these houses are factory built, as opposed to site built, they are typically more affordable. If the tenants choose to compete to purchase the MHC, they must notify the landlord in writing within 70 days after the certified mailing or personal delivery date. Within 20 days of the tenants notifying the landlord of their interest in purchasing the MHC, the qualified tenant organization (QTO) and the landlord may make written requests for information. Landlords must inform any QTO, eligible organizations, and competing potential buyers participating in negotiations upon receipt if a preferred offer is submitted. Modifies notice of closure requirements for MHCs. The closure notice must indicate that the closure is effective two years after the notice is issued. If a landlord provides relocation assistance, a written notice indicating that the tenant has 12 or 18 months to vacate must include contact information for Commerce and identify financial and technical assistance programs that support eligible tenant relocation efforts. Allows tenants who receive relocation assistance from outside sources to receive the maximum amount of assistance under the state’s . (1) The legislature makes the following 5 findings:6 (a) Washington state is experiencing a housing affordability 7 crisis;8 (b) Co-living housing is a type of housing that can provide 9 rental homes affordable to people with moderate to low incomes 10 without requiring any public funding, and rents in newly constructed, 11 market-rate co-living housing in the Puget Sound region can be 12 affordable to people with incomes as low as 50 percent of area median 13 income;14 (c) Co-living housing is a residential development with sleeping 15 units that are independently rented and provide living and sleeping 16 space, in which residents share kitchen facilities with residents of 17 other units in the building;18 (d) Co-living housing historically provided a healthy inventory 19 of rental homes on the lowest rung of the private housing market, 20 comprising up to 10 percent of housing in some cities;21 ENGROSSED SUBSTITUTE HOUSE BILL 1998 AS AMENDED BY THE SENATE Passed Legislature - 2024 Regular Session State of Washington 68th Legislature 2024 Regular Session By House Housing (originally sponsored by Representatives Gregerson, Barkis, Leavitt, Rule, Ryu, Reed, Morgan, Fitzgibbon, Berry, Duerr, Bronoske, Ramos, Ramel, Bateman, Peterson, Chambers, Taylor, Simmons, Ormsby, Graham, Callan, Macri, Donaghy, Doglio, Mena, Nance, Riccelli, Cortes, Santos, Pollet, and Davis) READ FIRST TIME 01/15/24. p. 1 ESHB 1998.SL Page 26 of 59 (e) Starting in the mid-20th century, local governments began 1 adopting restrictive zoning and other rules that increasingly 2 prohibited co-living housing, or made it impractical to build or 3 operate, and its numbers plummeted;4 (f) Today, many cities and counties outright prohibit co-living 5 housing on most of their residential land, or they enforce any number 6 of restrictions that make it effectively impossible to build new co-7 living housing or to convert existing buildings into co-living 8 housing;9 (g) Co-living housing provides options for people who:10 (i) Wish to lower their housing expenses by paying less for a 11 smaller home;12 (ii) Prefer a living arrangement with shared community spaces 13 that facilitate social connections;14 (iii) Wish to trade off location for space and, by living in a 15 small home, also get to live in a high opportunity neighborhood they 16 could not otherwise afford; or17 (iv) Want a low-cost, more private alternative to having a 18 roommate in a traditional rental;19 (h) Many communities throughout Washington face a severe shortage 20 of workforce housing, and co-living housing provides housing 21 affordable to that income range and below, without public funding;22 (i) Co-living housing reduces pressure on the limited amount of 23 publicly funded affordable housing by providing housing that is 24 affordable to lower income residents who might otherwise wait years 25 for subsidized housing;26 (j) Co-living housing works best for single-person households, 27 but the housing for singles that it provides reduces demand for 28 family-sized rentals from singles who would otherwise group together 29 to rent large homes;30 (k) Co-living housing provides a good option for seniors, 31 especially those who want to downsize, or those who desire a living 32 arrangement that is more social than a standard apartment. When 33 located in walkable neighborhoods, co-living housing gives mobility 34 options to seniors who can no longer drive;35 (l) Co-living housing is well-suited for the conversion of office 36 buildings to housing, because it typically requires less plumbing and 37 fixtures for kitchens and bathrooms;38 p. 2 ESHB 1998.SL Page 27 of 59 (m) Co-living housing is well-suited for very low-income people, 1 supportive and recovery housing, and "housing first" homes for the 2 formerly homeless;3 (n) State building codes have established minimum sizes and other 4 standards to ensure that co-living housing meets modern health and 5 safety standards;6 (o) Creating co-living housing near transit hubs, employment 7 centers, and public amenities can help the state achieve its 8 greenhouse gas reduction goals by increasing walkability, shortening 9 household commutes, curtailing sprawl, and reducing the pressure to 10 develop natural and working lands; and11 (p) Co-living housing, because the units are small, is inherently 12 more energy efficient than standard apartments, both saving residents 13 money and reducing the state's energy demand.14 (2) Therefore, the legislature intends to allow the creation of 15 co-living housing as a means to address the need for additional 16 affordable housing options for a diversity of Washington residents.17 NEW SECTION. Sec. 2. A new section is added to chapter 36.70A 18 RCW to read as follows:19 (1) Cities and counties planning under this chapter must allow 20 co-living housing as a permitted use on any lot located within an 21 urban growth area that allows at least six multifamily residential 22 units, including on a lot zoned for mixed use development.23 (2) A city or county subject to the provisions of this section 24 may not require co-living housing to:25 (a) Contain room dimensional standards larger than that required 26 by the state building code, including dwelling unit size, sleeping 27 unit size, room area, and habitable space;28 (b) Provide a mix of unit sizes or number of bedrooms; or29 (c) Include other uses.30 (3)(a) A city or county subject to the provisions of this section 31 also may not require co-living housing to:32 (i) Provide off-street parking within one-half mile walking 33 distance of a major transit stop; or34 (ii) Provide more than 0.25 off-street parking spaces per 35 sleeping unit.36 (b) The provisions of (a) of this subsection do not apply:37 (i) If a city or county submits to the department an empirical 38 study prepared by a credentialed transportation or land use planning 39 p. 3 ESHB 1998.SL Page 28 of 59 expert that clearly demonstrates, and the department finds and 1 certifies, that the application of the parking limitations of (a) of 2 this subsection will be significantly less safe for vehicle drivers 3 or passengers, pedestrians, or bicyclists than if the jurisdiction's 4 parking requirements were applied to the same location. The 5 department must develop guidance to assist cities and counties on 6 items to include in the study; or7 (ii) To portions of cities within a one-mile radius of a 8 commercial airport in Washington with at least 9,000,000 annual 9 enplanements.10 (4) A city or county may not require through development 11 regulations any standards for co-living housing that are more 12 restrictive than those that are required for other types of 13 multifamily residential uses in the same zone.14 (5) A city or county may only require a review, notice, or public 15 meeting for co-living housing that is required for other types of 16 residential uses in the same location, unless otherwise required by 17 state law including, but not limited to, shoreline regulations under 18 chapter 90.58 RCW.19 (6) A city or county may not exclude co-living housing from 20 participating in affordable housing incentive programs under RCW 21 36.70A.540.22 (7) A city or county may not treat a sleeping unit in co-living 23 housing as more than one-quarter of a dwelling unit for purposes of 24 calculating dwelling unit density.25 (8) A city or county may not treat a sleeping unit in co-living 26 housing as more than one-half of a dwelling unit for purposes of 27 calculating fees for sewer connections, unless the city or county 28 makes a finding, based on facts, that the connection fees should 29 exceed the one-half threshold.30 (9)(a) A city or county subject to the requirements of this 31 section must adopt or amend by ordinance and incorporate into their 32 development regulations, zoning regulations, and other official 33 controls the requirements of this section to take effect no later 34 than December 31, 2025.35 (b) In any city or county that has not adopted or amended 36 ordinances, regulations, or other official controls as required under 37 this section, the requirements of this section supersede, preempt, 38 and invalidate any conflicting local development regulations.39 p. 4 ESHB 1998.SL Page 29 of 59 (10) Any action taken by a city or county to comply with the 1 requirements of this section is not subject to legal challenge under 2 this chapter or chapter 43.21C RCW.3 (11) For the purposes of this section, the following definitions 4 apply:5 (a) "Co-living housing" means a residential development with 6 sleeping units that are independently rented and lockable and provide 7 living and sleeping space, and residents share kitchen facilities 8 with other sleeping units in the building.
