ITEM TITLE: Resolution authorizing acceptance of YVCOG Carbon Reduction
Program (CRP) award for the N 16th Ave Sidewalk Project 2860
(Streets Capital Fund)

SUMMARY EXPLANATION:
The City of Yakima was awarded $564,700 in Federal Funding through the YVCOG Carbon Reduction
Program (CRP)for the N 16th Avenue Sidewalk Project 2860. The project will include constructing curb,
gutter, and sidewalk, and HMA (hot mix asphalt) pathway along the west side of N 16th Avenue from
south of River Rd to the US Highway 12 off-ramp. Construction estimated to begin in 2026.
There is a 13.5% local match required for this award. If Toll Credits are available at the time of obligation,
no match will be required.

RESOLUTION NO. R-2025-
A RESOLUTION authorizing acceptance and execution of a federal Carbon Reduction
Program (CRP) award with Yakima Valley Conference of Governments
(YVCOG) for the N 16th Ave Sidewalk Project 2860
WHEREAS, the City is improving the functionality and safety along N 16th Avenue; and
WHEREAS, improvements consist of constructing curb, gutter, sidewalk, and HMA
pathway along the west side of N 16th Avenue from south of River Rd to the US Highway
12 Off-Ramp; and
WHEREAS, the City of Yakima was selected to receive $564,700 in federal CRP funding
from YVCOG CRP; and
WHEREAS, the CRP award requires 13.5% local match for the project; and
WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and
its residents to accept and execute the grant award with YVCOG for the N 16th Ave Sidewalk
project 2860, and authorize the City Manager to take all necessary steps to execute the grant
award, necessary contracts, and administer the funds received from YVCOG; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The City Manager is hereby authorized to accept the Yakima Valley Conference of
Governments CRP federal grant award, not to exceed Five Hundred Sixty-Four Thousand
Seven Hundred Dollars ($564,700.00) as described in the award, and directed to take all
necessary steps to secure the funding for the N 16th Ave Sidewalk project 2860.
Section 2. The appropriate administrative officials of the City are hereby authorized to receive
monies and to expend the same as authorized by the YVCOG award.
Section 3. The City Manager, or his designee, shall have responsibility for the administration of
said funds and expenditure of said funds received pursuant to the YVCOG award and the
budget submitted therewith for the grant.
Section 4. The City Council hereby authorizes the City Manager to execute any and all
contracts necessary and not to exceed the budgeted amounts outlined in the award, and enter
into any other necessary agreements or documents to accomplish the N 16th Ave Sidewalk
project 2860 funded through the YVCOG award.
Section 5. Severability. If any section, subsection, paragraph, sentence or clause of this
resolution is declared invalid or unconstitutional for any reason, such decision shall not affect
the validity or constitutionality of the remaining portions of the resolution.
ADOPTED BY THE CITY COUNCIL this 21st day of October, 2025.

—N. 16th Avenue Sidewalk Project
Dear Mayor Byers,
Congratulations!The 2025 competitive process for the Yakima Valley Conference of Government's (YVCOG's)
Carbon Reduction Program (CRP) Funding Program is complete and the YVCOG Transportation Policy Board
approved $564,700 in CRP funds toward the City of Yakima's N. 16th Avenue Sidewalk Protect(preliminary
engineering and construction phase).
As of March 13,2025, YVCOG continues to coordinate with WSDOT and FHWA to ensure CRP funding remains
secure pending ongoing review by the new federal administration.
Project progress reports will be required for all regional CRP-funded projects as part of the monthly YVCOG
Transportation Technical Advisory Committee meeting(s). Any changes in federal funding amounts or
anticipated obligation dates must be reported as soon as possible.
The project can be entered into the City of Yakima's Transportation Improvement Program according to the
following schedule:
• Obligation year=2025; (2022-24 carryover, 2025) CRP funding=$564,700(PE/CN Phase)
Additionally,jurisdictions utilizing CRP funds are required to secure a minimum of 13.5%eligible matching funds
(anticipated to be WSDOT"Toll Credits", presently available through FFY 2026). Project sponsors are
responsible for assuring project phases are fully funded at the time of obligating federal funds.
Projects must be included in the State Transportation Improvement Program (STIP) before these federal funds
