ITEM TITLE: Resolution authorizing acceptance of YVCOG Transportation
Alternatives Program (TAP) award for the Naches River Bridge Repair
(Trolley Bridge) Project 2801 (Streets Capital Fund)

SUMMARY EXPLANATION:
The City of Yakima was awarded $375,000 in Federal STBG funding through the YVCOG TAP
(Transportation Alternative Program)for the Naches River Bridge Repair (Trolley Bridge) Project 2801.
The project will make repairs to the Yakima Valley Trolley Bridge over the Naches River, including
replacing decayed timber elements, replacement of timber sill footings and backwall, regrading and
compacting the approach fills, and scour protection of a bridge pier. Construction estimated to begin in
2026.
There is no match required.

RESOLUTION NO. R-2025-
A RESOLUTION authorizing acceptance and execution of a federal Transportation
Alternatives Program (TAP) award with Yakima Valley Conference of
Governments (YVCOG) for the Naches River Bridge Repair(Trolley
Bridge) Project 2801
WHEREAS, the City is improving the functionality and safety of the Yakima Valley Trolley
Bridge over the Naches River; and
WHEREAS, improvements consist of removing and replacing decayed timber
elements, regrading and compacting approach fills, replacements of the timber sill
footings, and the timber backwall, and scour protection of a bridge pier; and
WHEREAS, the City of Yakima was selected to receive $375,000 in federal STBG
funding from YVCOG; and
WHEREAS, the STBG award requires no local match for the project; and
WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and
its residents to accept and execute the grant award with YVCOG for the Naches River Bridge
Repair (Trolley Bridge) project 2801, and authorize the City Manager to take all necessary steps
to execute the grant award, necessary contracts, and administer the funds received from
YVCOG; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The City Manager is hereby authorized to accept the Yakima Valley Conference of
Governments TAP federal grant award, not to exceed Three Hundred Seventy-Five Thousand
Dollars ($375,000.00) as described in the award, and directed to take all necessary steps to
secure the funding for the Naches River Bridge Repair (Trolley Bridge) project 2801.
Section 2. The appropriate administrative officials of the City are hereby authorized to receive
monies and to expend the same as authorized by the YVCOG award.
Section 3. The City Manager, or his designee, shall have responsibility for the administration of
said funds and expenditure of said funds received pursuant to the YVCOG award and the
budget submitted therewith for the grant.
Section 4. The City Council hereby authorizes the City Manager to execute any and all
contracts necessary and not to exceed the budgeted amounts outlined in the award, and enter
into any other necessary agreements or documents to accomplish the Naches River Bridge
Repair (Trolley Bridge) project 2801 funded through the YVCOG award.
Section 5. Severability. If any section, subsection, paragraph, sentence or clause of this
resolution is declared invalid or unconstitutional for any reason, such decision shall not affect
the validity or constitutionality of the remaining portions of the resolution.
ADOPTED BY THE CITY COUNCIL this 21st day of October, 2025.

SUBJECT: 2024 YVCOG TAP Call for Projects Regional Funds Authorization—City of Yakima—
Yakima Valley Trolley Bridge Rehabilitation Project
Dear Mayor Byers,
On June 17, 2024,the Yakima Valley MPO/RTPO Executive Committee authorized Transportation
Alternatives Program(TAP) funds to award the City of Yakima's 2024 YVCOG TAP Call for Projects
Application—City of Yakima,Yakima Valley Trolley Bridge Rehabilitation Project utilizing
anticipated Federal TAP funds totaling $375,000.
The Yakima Valley Trolley Bridge Rehabilitation Project's regional TAP award funds are anticipated to
be available with 2026 Federal Fiscal Year funds.
Project progress reports will be required as part of the monthly MPO/RTPO/Technical Advisory
Committee meetings. Any changes in federal funding amounts or anticipated obligation dates must be
reported as soon as possible.
Funding is provided at 100%for all eligible federal expenditures utilizing Toll Credits for local match.
Project sponsors are responsible for assuring project phases are fully funded at the time of obligating
federal funds.
The City of Yakima's Local 6-year Transportation Improvement Program(TIP) and the State
Transportation Improvement Programs (STIP) must be amended to reflect the additional funding amounts
and schedule before these federal funds can be obligated. If you have any questions concerning TIP/STIP
