Executive Session Executive Session to discuss pending or potential litigation pursuant to RCW 42.30.110(1)(i) MOTION: Brown moved and Berg seconded to adjourn to Executive Session until 5:30 p.m. to discuss pending or potential litigation pursuant to RCW 42.30.110(1)(i). The motion carried by unanimous vote. Mayor Byers announced that Council would be in executive session until 5:30 p.m. and may take further action following executive session. Present for Executive Session: Mayor Patricia Byers, Assistant Mayor Matt Brown, and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera, and Leo Roy Executive session was held at 5:15 p.m. and adjourned at 5:30 p.m. The regular meeting was called to order at 5:32 p.m. 1) Roll Call Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy Staff: City Manager Vicki Baker, Acting City Attorney Cynthia Martinez and City Clerk Rosalinda Ibarra 2) Pledge of Allegiance Mayor Byers led the Pledge of Allegiance. 3) Interpreter Services Mayor Byers introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4) Public Comment Anne Knapp, City resident; Mary Place, City resident; spoke in support of the Yakima Valley Trolleys, but not at the expense of the City's budget and provided potential options to help both entities. Greg Johnsen, New York resident, Yakima Valley Trolley Board member, addressed comments from the last City Council meeting and provided an update from a recent engineer's inspection of the rail line. September 2, 2025 - Yakima City Council Meeting Minutes Page 1 of 5 72 5) Open Discussion for the Good of the Order 5.A Yakima United FC proclamation MOTION: Brown moved and Herrera seconded to approve the Yakima United FC proclamation and request that it be read and presented. The motion carried by unanimous vote. Assistant Mayor Brown proclaimed September 2, 2025 as "Yakima United Day" and Tony Sandoval and Mr. Cole accepted the proclamation. Mr. Cole read a statement from Coach Hector Vega and introduced the team members in attendance. Yakima United Co -Captain Jose Marquez thanked the Council. 5.B Recognition of Martin Cueva-Ramirez for 20 years of service Yakima Police Chief Shawn Boyle recognized Martin Cueva-Ramirez for 20 years of service to the city of Yakima. Mr. Cueva-Ramirez thanked the Council for their recognition. 5.0 Council Nominating Committee recommendations regarding appointments to boards, commissions, and committees Councilmember Berg reported on the August 26, 2025 Council Nominating Committee meeting. The Nominating Committee's recommendation for appointments and reappointments include: • Bicycle and Pedestrian Advisory Committee - appoint Tyler Adams MOTION: Deccio moved and Brown seconded to adopt the Council Nominating Committee recommendation. The motion carried by unanimous vote. 5.D Arboretum presentation on trip to Yakima's Sister City Itayanagi, Japan Dr. Jessica Black and Monet Becenti presented a recap of their recent visit to Yakima's Sister City Itayanagi, Japan and shared cultural highlights of the region. 6) Council Reports None. 7) Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item C was removed from the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion -see motion directly below.) MOTION: Deccio moved and Brown seconded to approve the consent agenda as amended. The motion carried by a 7-0 roll call vote. 7.A Approval of minutes from the August 19, 2025 City Council regular meeting 7.B Project Completion and Contract Acceptance with TTC Construction Inc. for WWTP Primary Digester Pipe Replacement Project WF2805 7.0 This item was removed from the Consent Agenda. September 2, 2025 — Yakima City Council Meeting Minutes Page 2 of 5 73 7.D Resolution authorizing professional services agreement with Gray and Osborne, Inc. for Fair Avenue & E Nob Hill Blvd. Intersection Improvements Projects 2143 and 2789 (Streets Capital Fund, and Water Capital Fund) RESOLUTION NO. R-2025-129, A RESOLUTION authorizing an agreement with Gray & Osborne Inc. for the E. Nob Hill Boulevard and Fair Avenue Intersection Improvement Projects 2143 and 2789. 7.E Resolution authorizing a contract extension with Airplanners, LLC. for air service development and consulting services for the Yakima Air Terminal/McAllister Field (Airport Fund) RESOLUTION NO. R-2025-130, A RESOLUTION authorizing a contract extension with Airplanners, LLC. for air service development and consulting services for the Yakima Air Terminal/ McAllister Field. 7.F Resolution authorizing a contract extension with Connell Oil for the purchase of bulk fuels and delivery of gasoline, diesel fuels and related products (General Fund/Enterprise Fund) RESOLUTION NO. R-2025-131, A RESOLUTION authorizing a contract extension with Connell Oil Inc. for the purchase of bulk fuels and delivery of gasoline, diesel fuels and related products. 7.G Resolution authorizing an agreement with the Washington State Department of Transportation to fund the Yakima/Ellensburg Commuter Service ($952,000 WSDOT Grant) RESOLUTION NO. R-2025-132, A RESOLUTION authorizing an agreement with the Washington State Department of Transportation to fund the Yakima - Ellensburg Commuter. 7.H Resolution adopting Yakima Transit's Development Plan for 2025-2030 and Annual Report for 2024 RESOLUTION NO. R-2025-133, A RESOLUTION adopting Yakima Transit's Development plan for 2025-2030 and Annual Report for 2024. 7.1 Resolution authorizing settlement of workers compensation claims filed by Claimant Sam Masters RESOLUTION NO. R-2025-134, A RESOLUTION authorizing settlement of workers compensation claims filed by Claimant Sam Masters. 7.J Resolution authorizing settlement of workers compensation claims filed by Claimant David Cortez RESOLUTION NO. R-2025-135, A RESOLUTION authorizing settlement of workers compensation claims filed by Claimant David Cortez. Items Removed from Consent 7.0 Resolution authorizing contract with Interwest Construction Inc for the Fair Avenue & E Nob Hill Blvd. Intersection Improvements Projects 2143 and 2789 (Streets Capital Fund, Stormwater and Water Capital Fund) Community Development Director Bill Preston provided a status update regarding this construction project. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-128, A RESOLUTION authorizing an agreement with Interwest Construction Inc. for the E. Nob Hill Boulevard and Fair Avenue Intersection Improvement Project 2143 and 2789. 8) Public Hearings None. 9) Department Items 9.A Resolution to repeal the Community Crosswalks Policy Community Development Director Bill Preston briefed Council on the proposed resolution. The City Clerk read the resolution by title only. MOTION: Berg moved and Roy seconded to adopt the resolution. The motion carried by a 6-1 roll call vote; with Herrera voting no. RESOLUTION NO. R-2025-136, A RESOLUTION repealing Resolution No. R- 2021-058, Community Crosswalks Policy. 9.B Resolution authorizing an agreement with Central Washington Fair Association for police services (General Fund Revenue) Yakima Police Captain Chad Janis briefed Council on the proposed resolution. The City Clerk read the resolution by title only. MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-137, A RESOLUTION authorizing an agreement with Central Washington Fair Association (CWFA) to staff police officers at the fairgrounds during the Central Washington State Fair. 10) City Manager Update City Manager Vicki Baker provided an update on the City's new podcast that will be an additional way to provide transparency and information to the community. 11) Other Business MOTION: Berg moved and Brown seconded to have staff present at a future study session the feasibility of creating a government transparency portal. The motion carried by unanimous consent. Councilmember Glenn mentioned a recent event involving a homeless individual and a school bus. 12) Adjournment MOTION: Brown moved and Deccio seconded to adjourn to the next City Council study session on September 9, 2025, at 5:00 p.m. in the City Hall Council Chambers. The motion carried by unanimous vote.
