Adjourn Next Meeting: September 24, 2025 at the Harman Center - 1 - 08/13/2025 YPC Minutes City of Yakima Planning Commission (YPC) Meeting Minutes August 13, 2025 Call to Order Chair Place called the meeting to order at 3:01 p.m. Roll Call YPC Members Present: Chair Mary Place, Vice-Chair Anne Knapp, Charles Hitchcock, Colleda Monick, Philip Ostriem, Frieda Stephens, Shelley White YPC Members Absent: Jeff Baker, Kevin Rangel, Arthur Salido, Leanne Hughes-Mickel (all excused) Staff Present: Trevor Martin; Planning Manager, Jason Radtke; Senior Planner, Eva Rivera; Planning Technician City Council Liaison: Rick Glenn, Janice Deccio Staff Announcements – • A community open house for the Comprehensive Plan update will be held on September 24 from 4:30 PM to 6:30 PM at the Harman Center. This event will also serve as a special meeting of the Planning Commission • Several outstanding action items were reviewed and marked complete. These will be removed from future tracking Approval of Minutes from July 23, 2025 - Commissioner Monick moved to approve the meeting minutes from July 23, 2025, Commissioner Stephens seconded the motion. The motion carried unanimously. Public Comment – None Study Session: Housing Discussion – Martin and Radtke each presented sections of a PowerPoint on the new housing bills covering the years 2023 to 2025 and also went over the Housing Options Summary handout. The commission asked questions and discussed the changes in legislation. July Building Permit Report- To be included in next meeting's agenda. Other Business - Commissioner White had some questions about last week’s BERK presentation. Vice-Chair Knapp brought up Senate Bill SB5595, handed out a flyer with more details, and recommended looking into it. Meeting Recap – Action Items & Decisions: • Martin will send an updated copy of today’s Power Point presentation • The July Building Permit report will be added to next week’s agenda • Indicate which items have been completed on the Housing Action Plan - 2 - 08/13/2025 YPC Minutes • Incorporate the Shared Street Plan into the Planning Commission’s work • The Land Capacity Report will be resent with requested changes. Outstanding Action Items • Downtown Action Plan - staff will determine if the Planning Commission will be involved • Staff will notify and update the Commission when the countywide policies are completed. • Staff will provide the list of Comprehensive Plan steering committees and the Resilient Yakima group. • Chair Place will attend upcoming meetings of the subcommittees to explain how information will be shared with the Planning Commission. It was decided that updates or important information from the commission or its subcommittees will be communicated to the City Council via a written report • Staff will email compiled list of Comp Plan topics discussed previously • Staff will send a parks inventory • Examples from other cities for landscaping standards will be emailed to the Commission • Staff will coordinate a future roundtable with experts to discuss design standards • Trevor will email the Bike and Ped Committee on how they can participate in the Transportation Plan or the Transportation Element of the Comprehensive Plan. The nomination committee will review existing applications and recommend a candidate to the City Council. Approval of Minutes from August 13, 2025 - Commissioner Knapp requested that the term 'Senate Bill' be spelled out before 'SB5595.' Additionally, under other business it be added the Land Capacity report will be resent with requested changes. The revised minutes will be voted on at the September 10 meeting. Public Comment – None Study Session: Housing Action Plan Breakout – Martin and Radtke each presented sections of a PowerPoint on the Housing Action Plan Breakout, which focused on increasing affordable, stable, and diverse housing options in Yakima through partnerships, policy updates, and city-led initiatives. The commission asked questions and engaged in discussion. July Building Permit Report- Chair Place thanked staff for including the report in the agenda packet. Other Business - None Meeting Recap – Action Items & Decisions: • The just cause eviction strategy will be deleted • The strategy to adopt notice of intent to sell will be deleted • Councilmember Glenn will research rent-to-own options • Links to pg. 26-36 of the agenda packet will be emailed - 2 - 08/27/2025 YPC Minutes • Staff will email the matrix of goals and policies ahead of the September 24 meeting, where it will be reviewed and discussed.
