Place: Council Chambers, City Hall, 129, N. 2nd St. Staff: Connor Kennedy, Associate Planner/ Historic Preservation Liaison I. Call to Order Meeting was called to order at approximately 5:30 P.M. II. Roll Call Commissioners Bussey, King, and Mann were present, with Commissioners Hall and Edmondson absent. III. Approval of Meeting Minutes from 3/13/25 Commissioner Mann moves for approval of minutes, Commissioner King seconds, passes unanimously IV. Audience Participation None. V. New Business: Certificate of Appropriateness Hearing 3103 W Yakima Ave • Staff Liaison provided details for a proposal to add solar panels to the property. • Staff Liaison provides Commissioners with copies of application materials. • Staff Liaison notes that the applicant is not in attendance. • Staff Liaison notes that staff recommends approval of the item. • Commissioner Bussey notes that past Certificate of Appropriateness packets had more detailed staff reports included. Commissioner Bussey noted that the application was not very easy to understand. • Submitted site plans are discussed by Staff Liaison, Commissioner Mann, and Commissioner Bussey. • Staff Liaison shows commissioners what the site plans for the proposal are depicting. • Commissioner Bussey notes that a more detailed staff report would be helpful in the future. • Commissioner Mann asks if it is typical to put solar panels on accessory structures. Commissioner Bussey and Staff Liaison confirm that this is normal. Unanimous vote to approve certificate of appropriateness for 3103 W. Yakima Ave. VI. Old Business • Commissioner Mann discusses a desire for HPC to continue its support of the ongoing matter regarding the future of Yakima Valley Trolleys • Commissioner Bussey mentions past letters that HPC provided to Council in support of trolleys. • Commissioner King spoke in support of HPC providing ongoing support to the Yakima Valley Trolleys • Commissioners continued discussions related to historic preservation and the Yakima Valley Trolleys • Commissioner Bussey moves for a vote to send another letter in support of the trolleys, Dawn King seconds the motion, Bussey begins to say “all in favor” before an interruption via a question from Commissioner Mann. The vote for this particular item is never completed. • Assistant City Manager Gary Ballew stops in to say hello to the commission. • The commission discusses ideas on how to continue support of the trolleys and to raise more awareness of historic preservation and Historic Preservation Commission meetings. • Commissioner Bussey questions the possibility of a blanket motion for HPC to continue support to the Yakima Valley Trolleys. • Commissioner Mann discusses the possibility of inviting a speaker to a future HPC meeting in order to boost meeting attendance. • Commissioner Bussey makes a motion for the HPC to give a blanket endorsement to the efforts to preserve the Yakima Valley Trolleys and 6th Ave Trolley Tracks, that would allow HPC to sign letters of support, and otherwise endorse efforts of supporting the trolleys. Commissioner Mann seconds, vote passes unanimously. • Commissioner Mann discusses the possibility of presenting some kind of recognition or award to people in Yakima who are actively involved in historic preservation, such as owners of historic properties. The commissioners discuss sending a postcard each month in recognition of historic property owners. • Commissioner Bussey suggests adding this as an agenda item moving forward. VII. Other Business Membership Terms • Staff Liaison explains that Commissioners Hall and Edmonds both had terms that were set to expire, but both were reinstated with new terms on HPC. VIII. Adjournment A motion to adjourn to July 23, 2025 was passed with a unanimous vote. The meeting was adjourned at approximately 6:15 P.M.
