R-2025-119 authorizing an amendment extending the current agreement with Yakima Valley Trolleys to operate, maintain, and promote the City of Yakima's electric railway system and museum. WHEREAS, the City of Yakima (City) owns an interurban electrical railway system and museum located at 306 West Pine Street; and WHEREAS, on July 7, 2020 the City adopted R-2020-075 to accept Operation License Agreement with Yakima Valley Trolleys (YVT), a non-profit corporation to operate and maintain the electric railway systems and museum,; and WHEREAS, the City wishes to extend the operating agreement until September 30, 2025 subject to all the current terms of the agreement; and WHEREAS, the City Council of the City of Yakima finds that entering into a new agreement with Yakima Valley Trolleys is in the best interests of the City and its residents; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute an amendment to extend the operating agreement adopted by R-2020-075 to September 30, 2025. All provisions in the basic contract remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: Section 2: Scope of Services No Change, Section 6: Compensation No Change, Section 8: Project Schedule and Budget Agreement end date is extended to September 30, 2025 to allow tiro e to prepare a new Operations License Agreement for 2025 - 2029, No change to the budget. For Meeting of: August 19, 2025 ITEM TITLE:Resolution authorizing an Operation License Agreement with Yakima Valley Trolleys, a non-profit corporation (General Fund) SUBMITTED BY:Bill Preston, Community Development Director BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT SUMMARY EXPLANATION: The City of Yakima desires to execute an operation license agreement with the Yakima Valley Trolleys, a non-profit corporation, authorizing the organization to operate and maintain the electrical railway system and museum of the City of Yakima. The current agreement expired Aug 31, 2025. The funding for the system is provided through the City of Yakima's budget process. $10,000 is transferred annually to the Trolley Fund (162) from the Streets Fund (141). The Streets Fund also sets aside $10,000 for moderate maintenance needs. This agreement's term is through December 31, 2029.
