A RESOLUTION adopting a Six -Year Transportation Improvement Program
for the period of 2005 through 2010 for the construction of
streets and arterials streets in the City of Yakima and
amending the Metropolitan Transportation Plan.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six Year Program
for the construction of streets and arterial streets in the City of Yakima for the ensuing six year
period, all as contemplated and required by State RCW 35.77.010 and applicable Federal law; and
WHEREAS, the City of Yakima desires to amend the Metropolitan Transportation Plan to
ensure compliance with the Growth Management Act and the regional transportation plan for the
construction of streets and arterial streets in the City of Yakima, all as contemplated and required by
State and Federal law, and
WHEREAS, after public hearings on the matter, held at regular meetings of the Yakima City
Council on July 6, 2004, then again on July 20, 2004, with proper public notice as required by RCW
35.77.010, the City Council finds that the plan attached hereto should be adopted as the Six -Year
Transportation Improvement Program for the period of 2005 through 2010 for the construction of
streets and arterial streets in the City of Yakima, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Six -Year Construction Program for the period of 2005 through 2010, a copy of which is
attached hereto and by this reference made a part hereof, is hereby adopted as the official Six -Year
Transportation Improvement Program for the City of Yakima, including proposed amendments to the
Metropolitan Transportation Plan along with Street Improvements, which are also approved.

A) Each year the City is required by RCW 35.77.010 and RCW 36.81.121 to update its Six -Year
Transportation Improvement Program (TIP) for submittal to the Washington State Department of
Transportation. This plan must include all transportation projects for which state gas tax revenue
or federal revenue will be used.
The plan for 2005 — 2010 consists of fourteen (15) funded projects totaling $11,078,000. Funding
for the remainder of the projects will continue to be sought.
The next authorization of TEA -21 will be called SAFETEA, standing for Safe, Accountable,
Flexible, and Efficient Transportation Equity Act of 2003. The Transportation Equity Act of 1998
for the 21st Century (TEA -21) began with the passage of the Intermodal Surface Transportation
Efficiency Act (ISTEA) of 1991. It specifies the systems on which certain funds can be used,
expands the kinds of activities for which funds can be used and promotes the role of the
Metropolitan Planning Organizations (MPO) in the planning and programming of projects.
SAFETEA requires each designated MPO to develop a Transportation Improvement Program
(TIP), and the state to develop a Statewide Transportation Improvement Program (STIP) as a
condition to securing federal funds for the transportation projects.
Projects listed in the STIP are the only projects that will be approved by the Federal Highway
Administration (FHWA) and the Federal Transit Administration (FTA) to utilize federal funds. The
STIP is a prioritized program of transportation projects, compiled from local and regional plans,
along with the Washington Transportation System Plan (WTP), which provides a backbone for
developing projects for the intermodal transportation network in the State of Washington.
The STIP contains federally funded projects plus state and local projects that are regionally
significant. These projects have been identified through the planning process as the highest
priority for the available funding to the state's transportation program.
Planning activities of state and local governments are essential parts of integrated regional
planning processes. Long range transportation planning is a part of the comprehensive land use
planning carried out by local governments. Citizen participation is an integral part of the planning
process at all levels. Local Agencies are required to develop and adopt a six-year transportation
program. All local agencies are required to hold at least one public hearing during the
development of the six-year transportation program.
Project ranking was performed utilizing data supplied by the Street and Traffic Division. These
rankings were then integrated with other project needs and the total list was reviewed and adjusted
to the particular need of the City of Yakima.
B) The City needs to amend the Yakima Urban Area Comprehensive Plan Capital Facilities
Element to incorporate the adopted the Six-year Transportation Plan for 2005 to 2010. This will
ensure that we are in compliance with the Growth Management Act and that we are consistent
with the Comprehensive Plan as required. This amendment is limited to incorporate only those
projects that are adopted in the STIP and is not subject to the "once a year" change required under
the laws of the Growth Management Act.

The following projects that have been added since last year's TIP submittal:
Street Asset Amenities: Route maintenance, repair & improvements
Modified from "Bus Stop Zones" for more broad application
Facility Upgrade: Transit Center Expansion Project
Add 300 sq. ft. to the north side of transit center for security officer,
information, and sales.
West Lincoln Sidewalks: 29th to 18th Avenues
Extended the limits for new sidewalk to 18th Avenue
Longfiber Road - Phase 2: W. Washington to Valley Mall Blvd.
New 3 -lane roadway; partnership with City of Union Gap
Intersection Improvements: Selected on local priority,
East Nob Hill Blvd., to 6th Street
West Lincoln Sidewalks: 56th to 40th Avenues
New sidewalks
West Lincoln Avenue & 'B' Street Realignment: 5th Avenue to Custer
Realignment including sidewalks, curb, gutter, lights.
School Safety Projects: Various Locations, Citywide
Solar -powered crossing flashers, sidewalks, signing
East Nob Hill Blvd. Reconstruction: 6th to 18th Streets
Roadway widening to 5 -lanes, new curb, gutter & sidewalk, and lighting.
The above additions to the TIP have been selected for addition from:
City Council;
Pavement Management Systems rating (PMS) input;
Community input via public hearings and other communication;
Bicycle Pedestrian Committee;
TransAction Committee;
Other Committee Recommendations;
Collision reporting and ratings;
Adjacent Communities.
