Tory Adams, Police Department Christina Payer, Buyer II, Purchasing Division SUMMARY EXPLANATION: If approved, these agreements will enable the Police Department to continue their annual subscription renewals. The renewals are for Flock Safety Platform Hardware and Software Products. Specifically license plate recognition (LPR) cameras with vehicle fingerprint technology and cloud-based software platform. Under the newly established agreements, the City will transition vendors for these services from Insight Public Sector to Flock Partners. Furthermore, these annual renewals do not include the purchase of new equipment or technology, but to modify the payee for the products and services the City already receives. Flock Safety's LPR technology captures and identifies vehicle license plates, providing a crucial tool for tracking vehicles involved in crimes or other incidents. The software platform acts as a central hub, integrating data from LPR, video, and audio detection, as well as other sources, to provide a comprehensive view of incidents and facilitate investigations. Additionally, Flock Safety's solutions are used by communities, law enforcement agencies, and businesses to improve public safety, deter crime, and solve cases. The platform's ability to integrate data and share information across different jurisdictions helps law enforcement agencies collaborate and solve crimes that span multiple areas The combined value of all annual renewals is $269,650. R-2025- A RESOLUTION authorizing agreements with Flock Safety for annual subscription renewals for the Yakima Police Department. (General Fund) WHEREAS, the City of Yakima entered into an Intergovernmental Cooperative Purchasing Agreement with OMNIA Partners, via approved resolution R-2021-021, and is registered as a participating agency with OMNIA Partners under the assigned number 1146160; and WHEREAS, Flock Safety participated in the competitive bid process in response to RFP #25-02 by submitting a proposal, which was awarded through OMNIA Partners to Flock Safety under contract#R250203 and, WHEREAS, the City of Yakima desires to purchase off the OMNIA Partners contract to facilitate the procurement of Flock Safety Platform Hardware and Software Products. These products specifically include license plate recognition cameras with vehicle fingerprint technology and an integrated public safety platform software system (cloud-based software platform); and WHEREAS, under the newly established agreement, the City will transition vendors for these services from Insight Public Sector to Flock Partners. Furthermore, this agreement does not include the purchase of new equipment or technology, but to modify the payee for the products and services the City already receives.
