A RESOLUTION authorizing and directing the Parks and Recreation Division Manager to
inplement the revised 2004 Parks and Recreation Fee Schedule for program
facilities use and activities participation.
WHEREAS, the City of Yakima Parks and Recreation Division requires organizations,
associations, clubs, and/or groups pay for services such as facilities reservations and scheduling,
maintenance, supplies, and for Parks and Recreation Sports Programs individual participation
and activities fees, including but not limited to Parks Usage Fees, Community Recreation Fees,
Fisher Park Golf Course Fees, Aquatics Fees, and Senior Citizens Center Fees, as well as fees for
other services associated with various Parks and Recreation Division programs; and
WHEREAS, the City Council desires that City Parks and Recreation facilities and
recreation activities be provided and that fees be collected for the use by individuals and
organizations of the recreation facilities and for participation in recreation activities provided
by the City of Yakima; and,
WHEREAS, the City Council of the City of Yakima deems it to be in the best interest of
City of Yakima to authorize a schedule of fees be collected for use of its facilities and for
participation in recreation activities provided by the City of Yakima, now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Parks and Recreation Division Manager of the City of Yakima is hereby authorized
and directed to implement the attached and incorporated 2004 Revised Parks and Recreation
Fee Schedule for various Parks and Recreation Division programs and for participation in
recreation activities provided by the City of Yakima during 2004.

SUBJECT: Mechanical Boiler Problems at Franklin Pool
Staff has brought to my attention a critical situation with the shower boiler at Franklin
Pool.
The Labor and Industry Boiler Inspector found a leak during his latest inspection of the
swimming pool and have notified the city that we cannot open the pool without
replacement or repair. Currently the holding tank is rusted through and cannot be
repaired. We might be able to repair the boiler unit, however, it is a 1958 model and the
advise from the mechanical consultant is that replacement is the best alternative since we
have to replace the holding tank.
This boiler services the showers only. We are required by WAC to provide shower
facilities that deliver water at a temperature range of ninety to one hundred ten degrees
Fahrenheit. Cold showers are not an option.
Staff has acquired two written quotes for repairs (a third quote was sought but was non-
responsive). The low quote is $22,836. We do not have the funds for this repair in the
current Parks and Recreation budget.
As you know, Franklin Pool is the busiest pool during the summer months. Last years
attendance exceeded 36,000 swimmers. If we are going to open Franklin this summer,
repairs need to be done quickly.
Please advise on what direction you want us to pursue. Please contact me with further

2004 FEE SCHEDULE
(REVISED SCHEDULE FRANKLIN POOL ONLY)
YAKIMA PARKS & RECREATION DIVISION
CONTRACTED SERVICES: Organizations, (associations, clubs, groups, etc.) contract with the
City of Yakima Parks & Recreation for services such as facilities reservations and scheduling,
maintenance, supplies, administration, etc. The organizations pay for these services.
PROGRAM FEE FORMULA: In determining fees for services and programs, the following
formula will be used:
1) Program personnel wage and benefits *X total program hours plus
2) Facility cost per hour X total program hours plus
3) Depending on the particular program, the following costs will be
included as needed:
a) Special Equipment d) Insurance
b) Material e) Maintenance
c) Transportation f) Program Promotion
g) Other

PROGRAM DISCOUNT FOR CITY OF YAKIMA RESIDENTS: As a benefit to CITY OF
YAKIMA RESIDENTS who participate in the following Parks & Recreation Programs in 2004, a
discount of approximately 20% will be offered.
Discounts apply to the following areas:
a. Special Interest Classes for both Youth and Adults
b. Fisher Golf Lessons
c. Swimming Lessons
d. Youth Sports.
ADDITIONAL ADULT SPORTS FEE FOR NON -CITY RESIDENTS: For the following
Adults Parks & Recreation Sports Programs, all non -City residents wishing to participate in Parks
and Recreation Sports Leagues will be charged an additional registration fee of $5.50.

FACILITY RESERVATION POLICY & FEE
Citizens wishing to reserve the Senior Center (4th Street location only) will be required to
pay a $25 deposit to reserve the date. This deposit will be applied to the total rental fees This
fee is non-refundable for canceled reservations.
PROCESSING APPLICATION FEE
Citizens are welcome to use City park facilities on a drop-in basis without charge. However,
individuals or organizations wanting to make specific reservations are able to do so at the
Parks and Recreation Office using the standardized written application. Beginning
January 1, 2004, a non-refundable application fee of $6.00 must accompany each facility use
application when it is submitted.

SPECIAL EVENT FEE
Citizens or groups wishing to schedule a community special event in one of the City's Parks
will be required to pay a special events fee to cover additional maintenance costs. In addition,
groups may be required to pay for additional refuse service and chemical toilets on site. Fees
will be based on anticipated attendance.
Special Event fees for 2004 will be as follows:
100 or less participants - $40
101 - 200 participants - $65
201 - 300 participants - $115
Over 301 participants - $158
The Special Event Fee will be collected before reservations are confirmed. Applicants will be
responsible for the condition of the Park after the event. Clean-up and/or damage fees will be
charged to the applicant as determined by the Parks Maintenance Supervisor.
The Parks & Recreation Manager will have the discretion to limit usage in the Parks based on
capacity, parking, neighborhood impact, noise level and availability.
CONCESSIONAIRE PERMIT FEE
Citizens or Groups wishing to sell concessions in the Parks will be assessed a yearly fee of
$158.
The Parks and Recreation Manager will have the authority to authorize vending in certain
parks according to Parks and Recreation Division policy and procedures. The Parks &
Recreation Manager will have the authority to wave the yearly fee in cases of contracted
services or one-time special events.
Comments: It is the overall philosophy that senior citizens, handicapped and youth activities
may be subsidized by the Park fund whenever possible.
REFUND POLICY
If Parks & Recreation needs to cancel an activity, staff will notify registered participants by
phone and refund 100% of the registration fee.
If you need to cancel a reservation and seek a refund, you should present your receipt with
your request up to three (3) days before your activity's registration deadline, unless otherwise
stated. If you paid in cash or with a check, a refund for your fee minus a $5 processing fee
will be processed by the City's Finance Division and a check will be mailed to you within 15
to 30 days. If you charged your fee on your VISA or Mastercard, the refund will be credited
to the original cardholder minus the $5.00 processing fee.
There are a few exceptions. Fees of less than $5 will not be refunded. There are no refunds
on team sports.

SUMMARY EXPLANATION:
At the May 10, 2004 Parks and Recreation Commission meeting, the Commissioners voted
unanimously to raise the swimming fees at Franklin Pool by 25( to partially cover the cost of
replacing the shower boiler. The current fee for youth recreation swim at Franklin is $1.75.
Attached is the revised fee schedule incorporating the Franklin Pool fee change and Resolution.
Estimated cost for the boiler replacement is $25,000. Staff has looked within the Aquatics budget
for cost -savings. By cutting supplies, replacement of equipment and barring no other
breakdowns, staff has identified close to $10,000 of the $25,000 cost. Raising the pool fees at
Franklin Pool will generate an additional $10,000. Youth swimming at the other pools will
remain the same, i.e., Miller, Lions and Eisenhower -- $1.50; Washington Pool -- $1.00
