R-2025-114 authorizing acceptance and execution of a grant program agreement with the Washington State Department of Transportation for the Wendy Baker Shared Use Path Project 2879, WHEREAS, the City is improving the functionality and safety for bicycles and pedestrians on West Powerhouse Road; and WHEREAS, improvements consist of high visibility crosswalk, rectangular rapid flashing beacon, bicycle intersection crossing markings, signs and markings, shared use path; and WHEREAS, the City of Yakima was selected to receive $1,400,000 in state funding through the 2025-27 Pedestrian & Bicycle Safety Program, which requires no local match for the project; and WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and its residents to accept and execute the grant award with WSDOT for the Wendy Baker Shared Use Path Project 2879, and authorize the City Manager to take all necessary steps to execute the grant agreement, necessary contracts, and administer the funds received from WSDOT; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. The City Manager is hereby authorized to accept the Washington State Department of Transportation (WSDOT) award, not to exceed One Million Four Hundred Thousand Dollars ($1,400,000.00) as described in the Award Letter, and directed to take all necessary steps to secure the funding for the Wendy Baker Shared Use Path Project 2879. Section 2. The appropriate administrative officials of the City are hereby authorized to receive monies and to expend the same as authorized by the WSDOT award. Section 3. The City Manager, or his designee, shall have responsibility for the administration of said funds and expenditure of said funds received pursuant to the WSDOT award and the budget submitted therewith for the grant, Section 4. The City Council hereby authorizes the City Manager to execute any and all contracts necessary and not to exceed the budgeted amounts outlined in the agreement, and enter into any other necessary agreements or documents to accomplish the Wendy Baker Shared Use Path Project 2879 funded through the WSDOT award. Section 5. Severability. If any section, subsection, paragraph, sentence or clause of this resolution is declared invalid or unconstitutional for any reason, such decision shall not affect the validity or constitutionality of the remaining portions of the resolution, ADOPTED BY THE CITY COUNCIL this 4th day of August, 2025. For Meeting of: August 4, 2025 Resolution authorizing acceptance of the Washington State Department of Transportation 2025-2027 Pedestrian & Bicycle Safety Program grant award for the Wendy Baker Shared Use Path Project 2879 (Arterial Streets Fund) Bill Preston, Acting City Engineer The City of Yakima was awarded $1,400,000 in State Funding from the Washington State Department of Transportation 2025-2027 Pedestrian & Bicycle Safety Program for the Powerhouse Road Shared Use Path Project 2879. The project will include a high -visibility crosswalk, rectangular rapid flashing beacon, bicycle intersection crossing markings, bicycle signs and markings, and a shared use path on Powerhouse Road. There is no match required. Note that the pathway name will need to follow the procedure for naming of parks and recreational facilities as outlined in Resolution 2005-51.
