1) Roll Call
Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and

2) Pledge of Allegiance
Mayor Byers led the Pledge of Allegiance.
3) Interpreter Services
Mayor Byers introduced Jorge Villasenor who announced interpreter services are
available in Spanish.
4) Public Comment
Kerry Ward, City resident, inquired about adding more speed bumps on 36th Avenue.
Ruby Marsh (City resident) and Scott Daniels (non-City resident) spoke against changes
to the crosswalk policy.
Beverly Koch, City resident, expressed frustration with the lack of response to illegal
fireworks during the 4th of July and noted the impacts on public safety protections.
Donna Storeide, City resident, spoke against the closure of the Harman Center because of
the benefits it offers to the senior citizens in the community.
Tony Sandoval, City resident, commented against cuts to law and justice, public safety,
code enforcement, and economic development.
David Elofson, City resident, voiced concern about using volunteers to provide services
and the potential of eliminating a fire station; and encouraged investing in the City's future.
5) Open Discussion for the Good of the Order
5.A National Health Center Week proclamation
MOTION: Deccio moved, and Berg seconded to approve the National Health
Center Week proclamation and request that it be read and presented. The
motion carried by unanimous vote.
Councilmember Deccio proclaimed the week of August 3-9, 2025 as "National
Health Center Week". Rhonda Hauff(Yakima Neighborhood Health Services),
Angela Gonzalez (Community Health of Central Washington), and Christy Trotter
(Yakima Valley Farmworkers Clinic) accepted the proclamation.

6) Council Reports

7) Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether
there were any additions or deletions from Council members present. There were no
changes. The City Clerk read the Consent Agenda items, including resolutions and
ordinances, by title. (Items on the Consent Agenda are handled under one motion
without further discussion-see motion directly below.)
MOTION: Deccio moved and Brown seconded to approve the consent agenda as
amended. The motion carried by a 7-0 roll call vote.
7.A Approval of minutes from the July 1, 2025 City Council regular meeting and July 8,

7.B 2025 2nd Quarter Treasury Report
7.0 Approve payment of disbursements for the period June 1 - 30, 2025
7.D Set date of August 12, 2025 to consider a Notice of Intent to Commence
Annexation - Lochridge Annexation in the vicinity of 80th Avenue and Lauren Place
7.E Set date of August 19, 2025 for a closed record public hearing to consider the
Hearing Examiner's recommendation regarding the master planned development

RESOLUTION NO. R-2025-106, A RESOLUTION authorizing an Interlocal
Agreement with Yakima Valley Office of Emergency Management to provide for the
preparation and carrying out of plans in the event of a disaster, for the protection of
persons and property within the City of Yakima.
7.G Resolution authorizing contract Amendment No. 3, to extend and amend the City's
current contract with PPC Solutions, Inc., Armed Security Guard and Other
Services (General Fund)
RESOLUTION NO. R-2025-107, A RESOLUTION authorizing contract
Amendment No. 3 to extend and amend the City's current contract with PPC
Solutions, Inc., Armed Security Guard and Other Services.
7.H Ordinance amending the 2025-2026 Biennial Budget for the City of Yakima and
making appropriations from Unappropriated Fund Balances within various Funds
for expenditure during 2025-2026 for various purposes (Second Reading)
ORDINANCE NO. 2025-022, AN ORDINANCE amending the 2025-2026 Budget
for the City of Yakima; and making appropriations from Unappropriated Fund

9) Department Items
9.A Ordinance adopting the updated Commute Trip Reduction Plan
Planning Manager Trevor Martin briefed the Council on the proposed ordinance
adopting the 2025 Commute Trip Reduction Plan. The Washington State
Commute Trip Reduction Program is an initiative aimed at reducing traffic
congestion, air pollution, and fuel consumption by encouraging alternative
practices of transportation other than single-occupant vehicle commutes.
The City Clerk read the ordinance by title only.
MOTION: Brown moved and Deccio seconded to pass the ordinance. The
motion carried by a 7-0 roll call vote.
ORDINANCE NO. 2025-023, AN ORDINANCE amending the City of Yakima
Municipal Code Chapter 5.90, relating to Commute Trip Reduction. The
amendment adopts the updated 2025 Commute Trip Reduction Plan.
9.B Discussion regarding Community Crosswalk Policy for potential ordinance update
Community Development Director Bill Preston reviewed the current Community
Crosswalk Policy, adopted in May 2021, which includes a permit process to allow
limited artwork and markings within crosswalks in some public rights-of-way.
The Council discussed the current policy as it relates to compliance with the
adopted Manual on Uniform Traffic Control Devices (MUTCD). Mr. Preston
suggested maintaining the current policy until the newest MUTCD is adopted by
the Washington State Department of Transportation, which is the version the City
adopts, as the updated MUTCD may result in revisions to the crosswalk policy.
After Council discussion, the final version of the motion as amended was made:
AMENDED MOTION: Berg moved and Roy seconded to repeal the Community
Crosswalk Policy. The motion carried with a 5-2 vote; Deccio and Herrera voting no.
10) City Manager Update
City Manager Vicki Baker reported that staff is preparing budget information to present at
the next Council special meeting.
11) Other Business
MOTION: Brown moved and Berg seconded to add potential Charter change to the
study session for next week. The motion carried by unanimous vote.
MOTION: Byers moved and Berg seconded to add proclamation request for
overdose awareness day in August. The motion carried by unanimous vote.
MOTION: Byers moved and Berg seconded to add proclamation to recognize
Yakima Training Center and the US Army 250th Anniversary and families in active-
duty service. The motion carried by unanimous vote.
MOTION: Herrera moved and Deccio seconded to bring a proclamation celebrating
the 150th anniversary of the Freemason of Yakima. The motion carried with a 5-2
vote; Brown and Roy voting no.

MOTION: Glenn moved and Brown seconded to have a study session to determine
whether we want to put to a vote of the people the end of fluoridation of water in
the city of Yakima water system. The motion carried by unanimous vote.
12) Adjournment
MOTION: Brown moved and Deccio seconded to adjourn to the next City Council
special meeting on July 22, 2025, at 5:00 p.m. in the City Hall Council Chambers.
The motion carried by unanimous vote. The meeting adjourned at 6:45 p.m.

2) Public Comment (allow 15 minutes)
"Yashu Christ", City resident, read a religious passage.
Beverly Koch, City resident, reiterated support for the Yakima Police Department and
spoke about her recent experience regarding unenforced laws due to limited staffing.
3) Special Meeting Items
3.A Closed record public hearing and Ordinance to consider the Hearing Examiner's
recommendation regarding a rezone request at 203 and 207 Oak Ave
Mayor Byers stated this is a closed record hearing and testimony will be limited
to the record regarding the rezone application. Mayor Byers administered the
Appearance of Fairness Doctrine.
Each Councilmember answered negatively or affirmatively to the following
questions:
1. Do you have any interest in the property or the application, or do you own
property within 300 feet of the property subject to the application?All
Councilmembers responded they did not.
2. Do you stand to gain or lose any financial benefit as a result of the outcome
of this proposal? The response from Council members was no.
3. Can you hear and consider the application in a fair and objective manner,
without bias? All Council members stated they could.
4. Have you had any ex-parte communications with the Applicants, or anyone
else, regarding this application? All Council members responded no.

Mayor Byers asked if anyone wished to challenge any Council member's
participation in this application on appearance of fairness grounds? No one from
the audience or on Zoom spoke to the issue.
Associate Planner Connor Kennedy introduced this item and briefed Council on
the Hearing Examiner's recommendation for approval of the rezone request.
Mayor Byers opened the public hearing. With no one else coming forward or
calling in to speak, Mayor Byers closed the public hearing.
The City Clerk read the ordinance by title only.
After Council discussion and deliberation,
MOTION: Deccio moved and Brown seconded to pass the ordinance
affirming the recommendation of the Hearing Examiner. The motion carried
by a 6-0 roll call vote; Glenn absent.
ORDINANCE NO. 2025-024, AN ORDINANCE rezoning parcels 181313-11427
and 181313-11429 from Light Industrial (M-1) to General Commercial (GC) and
amending the Zoning Map of the City of Yakima.
4) Adjournment
MOTION: Brown moved and Berg seconded to adjourn to the next Council special
meeting today at 5:45 p.m. at the City Hall Council Chambers. The motion carried by
unanimous vote; Glenn absent. The meeting adjourned at 5:11 p.m.

2) Executive Session
2.A Executive Session to discuss pending or potential litigation pursuant to RCW
42.30.110(1)(i)
Present for Executive Session: Mayor Byers, Assistant Mayor Brown, and
Councilmembers Berg, Deccio, Glenn, Herrera, and Roy
MOTION: Brown moved and Berg seconded to adjourn to Executive Session
until 6:00 p.m. to discuss pending or potential litigation pursuant to RCW
42.30.110(1)(i). The motion carried by unanimous vote.
Mayor Byers announced that Council is not expected to take further action
following executive session.
Executive session was held at 5:47 p.m. and adjourned at 5:58 p.m. The special
meeting was called back to order at 6:00 p.m.
3) Public Comment (allow 15 minutes)
Kenton Gartrell, City property owner, proposed a "$30 protest permit" resolution relating
to car tab fees.
Jeanna Hernandez, City resident, spoke in support of levy to voters for budget and
guidance provided by both City staff and the budget advisory committee.
Peter Rasmussen, non-City resident and Local 469 Fire President, spoke in opposition
to closing station 92 and encouraged the support for a levy.
Konner Hopkins, Yakima County resident, advocated for green space and quality of life
and expressed support for a levy.
Tony Courcy, City resident, spoke about a water rights claim in Selah.

4) Special Meeting Items
4.A Yakima Training Center proclamation
MOTION: Deccio moved and Brown seconded to approve the proclamation
and request that it be read and presented. The motion carried by unanimous
vote.
Mayor Byers proclaimed that Yakima, Washington shall identify itself as a city
that proudly supports our military and honor the historic significance of the
Yakima Training Center, the United States Army, and the families of active-duty
service members. Command Sergeant Major Anton Ruffin (HQ Commander)
thanked the Council and accepted the proclamation.
4.B Resolution authorizing a Right of Way Use Permit Application RL240082 for
Young Women's Christian Association of Yakima (YWCA) at 910 W Chestnut
Avenue
Acting City Engineer Bill Preston briefed the Council on the proposed resolution
requesting approval to install stairs and ramp in a portion of the right of way.
The City Clerk read the resolution by title only.
After Council discussion,
MOTION: Deccio moved and Herrera seconded to adopt the resolution. The
motion carried by a 7-0 roll call vote.
RESOLUTION NO. R-2025-108, A RESOLUTION authorizing the issuance of a
right-of-way long term use permit to allow stairs and landing on the north side of
the building at 910 W Chestnut Avenue.
4.0 Discussion of city service level reductions at $9 m, $4.5 m, $3 m, $1.8 m
City Manager Vicki Baker briefly recapped the City of Yakima strategic priorities
and the comprehensive public outreach efforts conducted since the beginning of
the year. Ms. Baker reminded the Council about the issues related to the current
budget deficit and the measures that were implemented in 2024 to provide a
balanced 2025-2026 budget, as required by the State.
Director of Finance and Budget Craig Warner discussed city service level
reductions at$1.8 million with a $7.2 million levy; $3 million with a $6 million levy;
$4.5 million with a $4.5 million levy, and a $9 million cut package.
Assistant Mayor Brown presented a list of proposed reductions without significantly
impacting public safety, swimming pools, community centers, streets, and parks.
After considerable Council discussion,
MOTION: Glenn moved and Deccio seconded to direct staff to bring back a
resolution for a $6 million levy and accompanying budget reduction of$3
million to make it balance. The motion carried by 5-2 vote; with Berg and Roy
voting no.
4.D Discuss potential Charter amendments
No discussion or action was taken regarding this matter. A review of the Charter
will be scheduled at a future City Council meeting.

5) Adjournment
MOTION: Glenn moved and Berg seconded to adjourn to the next City Council
special meeting on Thursday, July 24, 2025, at 5:30 p.m. in the City Hall Council
Chambers. The motion carried by unanimous vote. The meeting adjourned at 7:58 p.m.

2) Public Comment (allow 15 minutes)
Dana Johnson, City resident, addressed comments made by a Budget Committee
member in a local radio interview and spoke against a potential levy.
Tony Sandoval, City resident, provided suggestions for budget savings.
Jeanna Hernandez, City resident, clarified comments made in a radio interview about
the budget and noted that ample public participation opportunities were made available.
3) Special Meeting Items
3.A Council requested cut package discussion
City Manager Vicki Baker and Director of Finance and Budget Craig Warner
outlined the proposed cut package. Warner detailed the changes that were
incorporated from Council suggestions and identified those that were unable to
be reduced due to mandated requirements.
After extensive Council deliberation,
MOTION: Glenn moved and Deccio seconded to accept the proposed cuts as
illustrated. The motion carried by unanimous vote.
The proposed budget reductions illustrated totaled $3,000,511 and included:
eliminate lobbying and Council travel; eliminate funding for fireworks; reduce
Windows Alive funding; eliminate flowers downtown; reduce funding to YCDA;
reduce Economic Development staff; remove Main Street match; streamline Civil
Service; reduce Financial Service department; eliminate trolley maintenance;
eliminate alley maintenance; eliminate funding for sidewalk improvements; reduce
street maintenance funding; create reserve for snow and ice control funding;
reduce Tahoma Cemetery watering; eliminate graffiti removal program; eliminate
day camps; eliminate funding for adult sports program; reduce funding for
community recreation; eliminate youth sports programs; close Franklin Pool (2027
capital refurbish); reduce Washington Fruit Community Center; reduce Harman

Center; eliminate Legal Department front staff; eliminate two YPD crime analysts;
eliminate crime free rental housing; reduce Code Enforcement officers; reduce
Lions Pool; facilities specialist position; economic development assistant position;
AWC membership; corrections administration specialist position; fire electronics
technician position.
3.B Resolution authorizing the submission of a ballot proposition for a property tax
levy lid lift
Director of Finance and Budget Craig Warner briefed the Council on a proposed
resolution which would authorize a ballot measure to be added to the November
general election.
The City Clerk read the resolution by title only.
MOTION: Glenn moved and Deccio seconded to accept the $6 million levy
resolution. The motion carried by a 4-3 roll call vote; with Berg, Brown, and Roy
voting no.
RESOLUTION NO. R-2025-109, A RESOLUTION providing for the submission
to the qualified electors of the City of Yakima at an election to be held on
November 4, 2025, of a proposition authorizing the City to lift the levy limit
established in RCW 84.55.010 in order to provide funds to pay costs of City
operations and services, including public safety, parks and recreation, streets,
and related services, and providing for severability and an effective date.
Mayor Byers invited interested members of the public to apply to be appointed to
the "for" and "against" committees. The committees will be tasked with preparing
statements to be included in the Voter's Pamphlet for the November general
election.
4) Adjournment
MOTION: Brown moved and Herrera seconded to adjourn to the next City Council
regular meeting on Monday August 4, 2025, at 5:30 p.m. in the City Hall Council
Chambers. The motion carried by unanimous vote. The meeting adjourned at 6:19 p.m.
