RESOLUTION NO. The applicant shall provide a detailed site plan of -the exact location of the display, along with the signature of the property owner or person responsible upon whose property the public display of fireworks is located. The applicant for a public display of fireworks shall, at the time of application, submit his license issued by the State Fire Marshall for inspection. In addition, the applicant shall submit a Certificate of Insurance in an amount not less than Fifty Thousand Dollars and One Million Dollars for each person and event respectively and not less than Twenty - Five Thousand Dollars for property damage liability for each event. The Certificate of Insurance shall also name, as additional insured parties, the City of Yakima, its officers and employees acting in their capacity as agents of the City. Manager Yakima M•Amedc,cav 1994 MINIMUM REQUIREMENTS FOR BUILDING CODE PROCEDURE FIREWORKS DISPLAY CITY OF YAKIMA CODE ADMINISTRATION DIVISION 129 NORTH 2"d STREET, YAKIMA, WA 98901 Call (509) 575-6121 for appointments and information 02-300 This procedure describes the process for the application of a Fireworks Display Permit conducted in Yakima, Washington under the Yakima Municipal Code, Chapter 10.15. WHEN IS,A PERMIT REQUIRED? A permit is required for any person to make a public display of fireworks within the city limits of Yakima, Washington. PERMIT APPLICATION • An application to make a fireworks display shall be made in writing to the Code Administration Manager or his designee. • A fifty -dollar fee for each display and a $47.00 fee for plan review and site inspection; • The City Council may waive the fifty - dollar fee for student organizations; • Application shall be made at least ten days prior to a City Council meeting; • The City Council may grant or deny the application and place reasonable conditions on any permit issued; • The permit is not transferable. II. PYROTECHNIC OPERATOR • The applicant at the time of application for a public display of fireworks shall; • Submit their license issued by the State Fire Marshal for inspection; • Also, submit to the Code Administration Manager or his designee, a certificate of insurance in an amount not less than twenty-five thousand dollars and one million dollars for each person and event respectively; • And a certificate of insurance not less than twenty-five thousand dollars for property damage liability for each event; • The certificate of insurance shall also name as additional parties, the City of Yakima and its officers and employees acting in their capacity as agents of the city. • Displays are allowed until 10:00 p.m., displays after 10:00 p.m. require additional approval from the City Council III. SITE PLAN / INSPECTION A site plan must be provided indicating the location of the fireworks: • The site plan will be reviewed by a City of Yakima fire inspector; • A city of Yakima fire inspector will make a site inspection prior to the display. IV. AREA NOTIFICATION It is the responsibility of the applicant to notify the surrounding neighborhoods of the display as to the times and location and to supply Codes with notification flyer. V. STAFF NOTIFICATION City staff will contact the Fire and Police departments and fax them a copy of the application for their knowledge. The ladies at the courthouse have been very kind and have gone above and beyond in trying to help us out. When !found out that we were going to have to notify 774 homes t said it would be impossible for both high schools to have students released to do this task. I inquired if a waiver was possible for both high school. The reponse from the "Fire Marshall's office was that If we did not hand out flyers to each of the homes this is what we needed to do: 1. Advertise in the Yakima Herald...twice a) once...one week before the activity & also b) one weekend before 2. Plus advertise on our reader boards about the fireworks display during half time. For more clarification, we can call Julia at the "City of Yakima" office...576-6658 My thinking is that Davis would need to put in the Yakima Herald to run on Friday, September week before,...and Saturday or Sunday...which would be one weekend before. Therefore, Ike would be need to advertise on Friday, October 17th for the one week before.... for the one weekend before. '—Take care! Have a super great day! Manager SUMMARY EXPLANATION: Eagle Fireworks has applied for a permit on behalf of the Eisenhower High School ASB to conduct a special fireworks display at Eisenhower High School, Zaepfel Stadium on October 24, 2003 at 8:30 in the evening. The display is being conducted by Eagle Fireworks at no charge to the school and a request has been made that the $50 fee be waived by the City Council. Pursuant to Yakima Municipal Code 10.15.040 City Council may waive the fee for student organizations. Evidence of liability insurance, state permit and site plan have been submitted and are on file in the office of Code Administration. The Public Display of Fireworks application complies with the provisions of Chapter 10.15 of the Yakima Municipal Code.
