R-2002-70 A RESOLUTION adopting the Six -Year Transportation Improvement Program for the period of 2003 through 2008 for the construction of streets and arterial streets in the City of Yakima. WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six Year Program for the construction of streets and arterial streets in the City of Yakima for the ensuing six year period, all as contemplated and required by State and Federal law, and WHEREAS, after a public hearing on the matter, held at a regular meeting of the Yakima City Council on June 18, 2002, the City Council finds that the plan attached hereto should be adopted as the Six Year Transportation Improvement Program for the period of 2003 through 2008 for the construction of streets and arterial streets in the City of Yakima, now, therefore; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Six -Year Transportation Program for the period of 2003 through 2008, a copy of which is attached hereto and by reference made a part hereof, is hereby adopted as the official Six -Year Transportation Improvement Program for the City of Yakima. Lincoln Avenue between 20th and 24th Avenues: Lincoln Center sidewalk pathway connector. Likely a sidewalk along Lincoln Avenue. Some right of way may be needed. During the development of this list, Lynn Kittelson submitted a written proposal with specific suggestions for a pathway system to connect to the Canal Pathway. As noted above, a first phase of this proposal is included in the recommended list. Subsequent projects will be reviewed by this committee for more detail and locations. The policy issue of bike lanes on residential streets was discussed. The up -coming Transportation Plan was discussed and the need for involvement by this committee. The next meeting is scheduled for September 12, 2002 at 7.30 AM. Future items to be discussed include a re -working of the Bike Map; discussion of the City Neighborhood Traffic Program, Transportation Plan and various regional /County pathways, such as the Naches Rail spur plan, the Powerhouse/ Cowiche Road improvement as well as other topics to be determined. Bob Degrosellier, Senior Engineer provided an overview of the current 6 -Year Transportation Improvement Plan which is scheduled to be revised and adopted by City Council in late -May, or June, 2002. He noted that although there are 45 projects listed on the 6 -Year TIP, the priority order is not drive project implementation as much as available funding opportunities. Bob summarized the priority project list which the Bike/Ped Committee prepared in 1999 and gave updates of the projects on the list. Bike Committee minutes November 14, 2000 Page 1 of 2 Bob suggested the committee take some time to develop a list of projects they recommend for inclusion in the 6 -Year TIP Process. The TIP may list some general categories which specify "Priorities to be determined locally", such as the category in the list "Sidewalks and Pathways". Also, there was discussion about how to make the CBD more bike friendly. It was noted that Yakima School District should be contacted to get their priority list included. Councilmember Sims discussed the current budget allocation of $10,000 annually for the 50/50 sidewalk program. After considerable discussion, the Committee favored a request to increase the funding of the 50/50 sidewalk program. The Committee recommended a first year increase to $25,000, second year increase to $50,000 and third year to $100,000. Additional issues were discussed by the Committee including the following: ® Sidewalk in residential areas need to be swept. ® The press needs to be more involved about committee pride and litter pick-up, sidewalk maintenance, weeds, etc. ® The State collects a litter tax which is dispersed to Dept of Ecology for clean-up. Can the City of Yakima access some of these funds? ® Staff noted they would look into the shared lane signs for bikes/vehicles. Bob gave a presentation of the current plans for the railroad overpass at Lincoln and B Streets, specifically focusing on the pedestrian and bicycle access issues. The Committee had concerns related to the ped/bike lane which may present some conflicts as a combined facility. The committee sty ongiy noted their recommendation for the bike facility to be on the right side of the street as a shared lane, while a 7 -foot sidewalk would be best on the right also. Bob noted that alternative designs can be evaluated and that landscaping not even been developed yet. The next meeting is scheduled for May 16, 2002 at 7:30 am. With the specific purpose of discussing 6 -Year Plan recommendations and a recommendation for a budget policy issue to increase the 50/50 program allocation. The meeting adjourned at 8.55 AM.
