R-2002- 62 A RESOLUTION declaring an emergency and authorizing purchase of replacement boiler equipment without calling for bids. WHEREAS, the City of Yakima operates and maintains Washington Pool located in Yakima, Washington; and, WHEREAS, equipment failure at Washington Pool necessitates replacement in order to operate the pool to help meet active youth and adult recreational needs in Yakima, Washington; and, WHEREAS, on May 7, 2002, the City Council approved Staff's recommendation as amended and directed staff to purchase a new boiler with an external heat exchanger at Washington Pool; and WHEREAS, the lead time for equipment availability through the formal bid process and scheduled opening of Washington Pool would be in sharp conflict; and; WHEREAS, without expediting the repair of Washington Pool, no eastside pool would be available throughout the summer since Miller Pool will not open for the 2002 season; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to declare an emergency to exist and to authorize an emergency purchase without calling for bids due to the following factors: • The time urgency involved in replacement equipment availability; • Rising operational costs constraints to provide aquatic program services to avoid affecting attendance; and • The short timeframe to complete pool equipment installation before the June 24th pool opening; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager of the City of Yakima is hereby authorized to take all necessary and prudent actions to immediately purchase the new boiler with an external heat exchanger at a cost not to exceed $29,000 from Yakima Mechanical Services, a city of Yakima situated business, without calling for bids for Washington Pool, Yakima, Washington. We are pleased to quote the following prices for the replacement of the boiler and upgrade modifications of the heating system. Option 1: 1 degree per hour heat up ,ate. - Boiler: Weil Mclain LGB-15-W 1,820,000 btu. Circulated hot water. - $ k,741.59 Boiler trim and misc. piping - $929.95 Control 3quipment - $2002.00 Boiler Circulator Pump - $1041.63 Heat Exohanger - $2848.18 Misc Electrical and Hardware - $200.00 Labor - $3680.00 Total - $24,443.35 plus tax and freight. Option 2: 2 degree per hour heat up rate. - Boiler: Weil Mclain BG -1288 -WF 3,753,000 btu.. Circulated hot water. - $24,595.12 Boiler trim and misc. piping. - $1500.00 Control Equipment. - $2002.00 Boiler Circulator Pump. - $1041.63 Heat Ex.:hanger. - $5696.36 Misc. Electrical and Hardware. - $250.00 Labor. - $4600.00 Total. - $39,685.11 plus tax and freight. Please note there will be approximately one month lead time for major equipment (ie. boiler, heat exchanger and probably the pump). It is possible to cut costs on the temperature controller by approx. $200. The controller included in this quote is the one I recommend. Staff respectfully requests City Council approval of the attached resolution declaring an emergency and waiving the formal bid process due to the time constraints and urgency involved to open Washington Pool for summer use on June 24th. This request is based upon equipment availability, lead time involved for the boiler, external heat exchanger and pump to arrive on site, and equipment installation. Following a formal bid process would likely lead to nearly 2-3 months of delay in opening the pool. R-2002-62 Washington Pool Boiler May 21, 2002 Page two The proposed vendor for this replacement is Yakima Mechanical Services. Staff recommends Option 1 as described in the attached letter from Yakima Mechanical Services. This system is rated a step up from the "ray Pac" System currently installed. The total cost of this replacement is not to exceed $29,000 and appropriated funds are available within the 2002 Budget due to cost savings anticipated from not operating Miller Pool for the 2002 season.
