A RESOLUTION approving a $25,000 grant request from the Hispanic Chamber of
Commerce to be made from federal CDBG funds to assist with the
costs of creating the Hispanic Business Resource and Technology
Center.
WHEREAS, the City of Yakima is a recipient of federal Community
Development Block Grant funds which may be used, among other things, to provide
economic development; and
WHEREAS, the Hispanic Chamber of Commerce is requesting a grant of $25,000
in CDBG funds to assist with the costs of creating the Hispanic Business Resource and
Technology Center; and
WHEREAS, these funds will be part of a total budget of $61,880 needed to set up
a Hispanic Business Resource and Technology Enhancement Center for Hispanic
businesses with special emphasis on serving the large number of Limited English
Speaking (LES) business owners that need a multitude of services to help them prosper
and grow; and
WHEREAS, it is anticipated that 50 Hispanic businesses will become computer
literate within the next year, and that this increase in business skills will enhance long-
term sustainability and growth of these businesses and generate more sales tax revenue
for local governments; and
WHEREAS, the City Council has determined that it is in the best interest of the
City to authorize and approve the $25,000 grant request from the Hispanic Chamber of
Commerce to assist in the cost of creating the Hispanic Business Resource and
Technology Center, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1. A grant of $25,000 in CDBG funds to the Hispanic Chamber of Commerce
for the purpose of assisting with the costs of creating the Hispanic Business Resource
and Technology Center is hereby authorized and approved, subject to the following
conditions:

a. These funds will only be available as matching funds after the balance
of the project funds are awarded.
b. The submission of a business plan showing satisfactory long -term cash
flow projections and project operations.
c. A letter of support and agreement from the Hispanic Chamber of
Commerce to share resources with the Greater Yakima Chamber of
Commerce.
d. These funds can only be used in support of businesses located in the
City of Yakima.
2. The City Manager is hereby authorized and directed to execute all
necessary grant documents, including a grant agreement, between the City of Yakima
and the Hispanic Chamber of Commerce. The final form of these documents shall be
reviewed and approved by the City Attorney.

SUMMARY EXPLANATION: These funds will be part of a total budget of $61,880 needed to set up
a Hispanic Business Resource and Technology Enhancement Center for Hispanic businesses with
special emphasis on serving the large number of Limited English Speaking (LES) business owners that
need a multitude of services to help them prosper and grow. It is anticipated that 50 businesses will
become computer literate within the next year. This increase in business skills will enhance long-term
sustainability and growth of their business and therefore create more sales tax revenue for local
governments.
This $25,000 grant is contingent upon the following:
1. These funds will only be available as matching funds after the balance of the project funds are
awarded.
2. The submission of a business plan showing long-term cash flow projections and project
operations.
3. Letter of support and agreement to share resources with Greater Yakima Chamber of Commerce.
4. These funds can only be used in support of businesses located in the City of Yakima.
This is an excellent use of CDBG Economic Development funds. This project would provide an
excellent opportunity for local Hispanic business owners to learn the necessities of owning a business,
which in turn would create Economic Development.
This proposal was discussed at a meeting of the City Council's Neighborhood Development
Subcommittee on July 10, 2001 and is being forwarded to Council with a recommendation to approve
this grant proposal.
