A RESOLUTION fixing a time, date, and place for a public hearing on reformation of
parking and business improvement area in the North Front Street area of downtown Yakima
WHEREAS, the business owners located within the North Front Street Business
Improvement Area (NFSBIA), have filed a petition with the City Clerk as authorized by
RCW Chapter 35.87A within the boundaries established in Ordinance 96-58 and as
described in Exhibit "A".
WHEREAS, such a petition has been signed by the business owners in accordance
with RCW 35.87A.030 that would be required to pay more than fifty percent of the
proposed special assessment. (Exhibit B)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Yakima, Washington, sets August 7, 2001 at 2;00 p.m. in the City Council Chambers as
the date to conduct a public hearing for reformation of the North Front Street Business
Improvement Association.

NORTH FRONT STREET
BUSINESS IMPROVEMENT AREA
In the City of Yakima
We, the business owners located within the North Front Street Business
Improvement Area (NFSBIA), hereby petition the City of Yakima to reform
the North Front Street Business Improvement Area as authorized by RCW
Chapter 35.87A within the boundaries established in Ordinance -96-58 and as
described in Exhibit "A" attached to this petition. Special assessments shall be
levied upon the following classes of business and at the rates indicated below;
with total estimated annual cost for improvements set forth in Exhibit "B" not
to exceed $3,000. Special assessments will be collected from the business
owners within the PBIA boundaries and will be deposited in a PBIA fund;
collected funds will only be expended for activities that benefit the PBIA, as
outlined in Ordinance R-96-58 passed August 20, 1996.

There are currently eighteen businesses located in the designated area with 14 signatures on the petition
for a 78% majority of businesses in the PBIA area requesting reformation. Of the 18 businesses located
in the PBIA area a total of $2,600 would be assessed. The 14 businesses requesting reformation
represents a total of $2,000 in assessments or 77% of the total assessment.

SUMMARY EXPLANATION:
Council with the adoption of the resolution must now, by resolution, establish a time, date and
place for a public hearing as per RCW 35.87A.040. The Council will establish Tuesday,
August 7, 2001 at 2:00 p.m. at City Council Chambers as the day to conduct a public hearing.
All affected parties will be notified by mail of the time, date, and place, as required by statute.
