BUSINESS OF THE CITY COUNCIL

Society of Central Washington

SUMMARY EXPLANATION:
Attached is a Resolution authorizing the execution of an Animal Control Agreement between the City of Yakima
and the Humane Society of Central Washington to provide continuation of services for the board, care,
euthanasia and disposal of City strays, dogs and cats.
Over the last four years, the number of City impounds turned in to the Humane Shelter has increased from over
1300 per year to over 4200 for 1999 alone. Although the Animal Control Division was reduced to two full-time
Animal Control Officers for 2000, the number of impounds for 2000 is over 3,300 through October. This
increase in City impounds has placed an added financial burden on the Humane Shelter for the board, shelter and
disposal of these impounds. The last increase in Shelter fees was January 1999; there was no increase in 2000. In
January 1999, the fee was increased from $3,680.80 per month to $4,048.88 per month or approximately a 10%
increase. The previous increase in Shelter fees was in July 1996 for approximately 4% from $3,505.45 to
$3,680.80 per month.
In July, 2000, the Humane Society requested an increase in Shelter fees of 3%, to help cover the costs associated
with the increased number of impounds and the large number of animals turned in by citizens. After some
negotiation, the Humane Shelter has agreed to an increase of 2.5% for 2001. (The increase has been budgeted
for 2001 in the Professional Services line item in the Animal Control Budget.) The proposed Agreement
provides for a net increase in Shelter fees of 2.5% from $4,048.88 per month to $4,150.10 per month, an
increase of $101.22 per month and $1,214.64 per year. The increase in Shelter fees will provide continued
services for the board and shelter of City Animal Control impounds, City strays turned in by citizens, euthanasia
and disposal of dead animals. The Shelter will retain the shelter portion of the redemption fees, fees for owner -
surrendered animals and fees from the sale of dogs that have been released to them. The Shelter will continue to
provide information on the number of strays turned in by City residents with the name, address, telephone
number and location where the stray was picked up and the disposition of those strays as well as other
miscellaneous information. All reports are submitted to the City at the same time as the monthly billing.
