R-2000— 149 A RESOLUTION authorizing the write-off of certain uncollectable parking citations and penalties of the City of Yakima. WHEREAS, attached is a report of write-offs recommending action to be taken by the Yakima City Council in connection with parking citations of the Parking Division of the City, and the past due and uncollectable parking citations by the general fund of the City to be discharged by City Council, now, therefore. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The "Parking Citation Write-off List" is hereby approved, and the past due accounts receivable, consisting of 5,639 citations totaling $133,127, are hereby written off and cancelled. This write-off list covers a period from 1988 through part of 2000 and amounts to a total write-off of $133,127. (The write-off of unpaid parking citations has not occurred since the early 1980's; in the future, write-offs will be reviewed on an annual basis.) A list detailing the citation number, license number, citation amounts, late penalties and balances due is available from the Customer Service Manager upon request. The total amount of revenue generated from parking citations from 1988 through 1999 is $1,816,231. A total of 5,639 citations and $133,127 is scheduled to be written off. This write-off represents approximately 6% of the total revenues generated. Citations on the write-off list consist of those that have been sent to a collection agency and returned as uncollectable; citations uncollectable beyond the statute of limitations of six years; citations that have been included in a bankruptcy with a discharge of debt or in some instances citations where the registered owner information is incorrect and neither the City nor collection agency has been able to locate them.
