A RESOLUTION ratifying application for a grant in the total amount of $136,211
from the U.S. Department of Justice, Bureau of Justice
Administration, for funding the Local Law Enforcement Block
Grant Program, and further designating and authorizing the City
Manager to act as the official representative of the City and to take
such additional steps as may be necessary and prudent to complete
transactions associated with the grant.
WHEREAS, The U.S. Department of Justice has funds available to the City of
Yakima in the amount of $122,590 to reduce crime and improve public safety; and
WHEREAS, The Local Law Enforcement Block Grant Program contemplates an
interlocal agreement with Yakima County, whereby Yakima County has agreed to
accept $18,388 (less applicable matching funds) from the City's grant thus retaining
$104,202 for the City's use; and
WHEREAS, the City Council of the City of Yakima held a public hearing and
deems it to be in the best interest of the City that it enter into an agreement for funding
for the purpose mentioned above; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The City of Yakima has applied for and will accept the grant of
$136,211 from the U.S. Department of Justice, Bureau of Justice Assistance, for reducing
crime and improving public safety,
Section 2. The City Manager is designated as the official representative of the
City for this grant and is authorized and directed to execute, on behalf of the City,
acceptance of the Grant Award, and to take such additional steps as may be necessary
and prudent to complete all transactions associated with the grant, including but not
limited to the above-mentioned transfer to Yakima County.

11. PROGRAM DESCRIPTION:
The purpose of the Street Crimes Abatement Team (SCAT) is to provide a highly flexible response to emerging crime
trends and targeted high -crime areas in which traditional patrol procedures are not effective. Emphasis is on visibility,
mobility, and maximum public contact to enhance the Police/Community partnership.

The applicant:
1. Has sufficient fiscal and management controls to implement and maintain the program in accordance with this application and state, fiscal
and administrative requirements.
2. Has sufficient monetary resources to implement and maintain the program operations in accordance with this application.
3. Will not use any grant funds to supplant local funds, but will use such grant funds to increase the amount of funds that would, in the
absence of state funds, be made available for program activities.
4. Will provide the full cooperation of administrative and program staff and availability of all records upon request and convenience of staff
from the Department of Community, Trade and Economic Development or the Office of the state Auditor who may be c hargei with
monitoring program compliance and the use of funds provided.
5. Will comply with Title V of the Anti -Drug Abuse Act of 1988 and regulations promulgated by the federal govermriient to maintain a
drug-free work place.
6. Will not undertake any prohibited political activities with these funds including, but not limited to: voter registration; partisan political
activity; lobbying Congress, the Legislature, or any federal or state agency or project ofjurisdictionally specific activity; or campaign for
any ballot measure.
7. Guarantees that in performing any contract purchase, or other agreement, the organization shall not discriminate against any employee or
applicant for employment because of their race, color, religion, age, sex, marital status, national origin, political affiliation or the presence
of any sensory, mental or physical disability. The organization agrees to take affirmative action to ensure that applicants are employed and
that employees are treated during the employment without discrimination because of their race, color, religion, age, sex, marital status,
national origin, political affiliation or the presence of any sensory, mental or physical disability. Such action shall include, but not be

Program Description: Street Crimes Abatement Team (SCAT) - Bicycle Patrol
1. Overall Purpose
Funding will be used to partially offset manpower costs associated with continued operation of
this unit.
2. Local Needs and Goals
Due in part to the need to address a consistently higher than national average rate of UCR Part I
offenses per capita, the Yakima Police Department has always been a leader in innovative law
enforcement programs and techniques. The goals of the Street Crimes Abatement Team are to
provide a highly flexible response to emerging crime trends and targeted high -crime areas in
which traditional patrol procedures are not effective. Emphasis is on visibility, mobility, and
maximum public contact. This unit is an integral part of the department's city-wide Community
Policing program.
3. Anticipated Outcomes
Timely, visible response to emerging crime trends in targeted areas to deter and prevent criminal
activity, and reduce citizen fear of crime.
4. Use of Funds
Services provided with these funds will be performed entirely by officers of the Yakima Police
Department.
5. Longevity of Program
This unit is currently in operation. It is anticipated that the unit will be continued indefinitely,
provided adequate funding is available.

within neighborhoods affected by drugs, gangs, and related crime.

Program Description: Gang and Drug Prevention Coalitions
1. Overall Purpose
CRIMINAL JUSTICE FUNDING
DISTRIBUTION TO CITIES

Funding will be used to continue financial support for community -wide coalitions established to
provide prevention and intervention services for at -risk youth in the area of substance abuse and
gang participation.
2. Local Need and Goals
Yakima County is recognized throughout the Pacific Northwest as a distribution hub for illegal
narcotics. Consequently, the opportunity for our youth to be exposed to drug and gang related
crime is greater here than elsewhere in the region. Timely, appropriate intervention and
prevention services, such as those provided by the following two community coalitions, are vital
to the prevention of criminal involvement and victimization of at -risk youth in this city.
The goals of the Yakima County Substance Abuse Coalition are to increase public
awareness, coordinate community efforts, and provide training for parents and other
interested parties in the areas of substance abuse treatment, education, and enforcement.
The goals of the Yakima Gang Prevention/Intervention Coalition are to offer free academic
and educational activities to at -risk youth within the neighborhoods affected by drug and
drug-related crime. Individual intervention counseling is also provided.
3. Anticipated Outcomes
Positive shift in attitudes and behaviors resulting in demand reduction and a decrease in drug use,
gang involvement, and related crime. Statistics indicate a substantial decrease in gang -related
crime in neighborhoods where coalition activities are provided.
4. Use of Funds
Services provided with these funds will be performed by the Yakima County Substance Abuse
Coalition and the Yakima Gang Prevention/Intervention Coalition. The Yakima Police
Department was a founding member of both entities and continues to participate at both the policy
and operational levels of each.
5. Longevity of Program
These programs are currently in place and have been partially funded by the City of Yakima since
their inception. It is anticipated that these programs will continue as long as community support
and funding is available.

Program Description: Domestic Violence Reduction

Funding will be used to continue a multi -agency oriented approach to addressing the domestic
violence offender. The City of Yakima assumed domestic violence prosecution responsibilities
on January 1, 1994. Prior to that time, the City contracted with the Yakima County Prosecutor for
that service. In conjunction with this change, the City implemented a program modeled after the
Stipulated Order of Continuance - Domestic Violence (SOC -DV) program operating in the City of
Bellevue.
2. Local Needs and Goals
The previous approach to domestic violence in Yakima County was largely reactive, fragmented,
inconsistent and did not fully utilize existing community resources. The primary goal of this
program is to implement a systematic and comprehensive response by police and other involved
organizations to domestic violence by coordinating previously independent services of the police,
prosecutor, judges, and probation and counseling agencies for the benefit of both the victim and
the batterer.
3. Anticipated Outcomes
The program will effectively reduce the escalation of violence within relationships in the City of
Yakima. The program is anticipated to help the victim and to hold the batterer accountable for his
or her acts. The long range goal is to reduce the incidence of domestic violence by recidivists.
4. Use of Funds
These services are currently provided through a contract with the local YWCA domestic violence
advocacy program.

5. Longevity of Program
The program will be ongoing during future funding cycles, provided sufficient funding is
available.

SUMMARY EXPLANATION:
The City has been invited to apply for a grant from the U.S. Department of Justice, Bureau of
Justice Assistance under the Local Law Enforcement Block Grant Program. The purpose of the
program is to reduce crime and improve public safety. The grant is requested in the amount of
$122,590.00. The attached resolution ratifies the grant application and authorizes the City
Manager to act as the official representative to accept and execute the grant.
The grant will be used to purchase a Mobil Cellular Digital Package Data Radio system and an
Advanced Vehicle Locator System (CDPD/AVL), Mobile Data Terminals for patrol vehicles and
computer upgrades. Grant money will also be used for purchasing computer software for crime
analysis, Portable Radios and Computers to enhance criminal investigations and faster
communication of information. The Local Law Enforcement Block Grant Program contemplates
an interlocal agreement with Yakima County, whereby Yakima County has agreed to accept
$18,388 (less applicable matching funds) from the City's grant thus retaining $104,202 for the
City's use.
