If you wish to provide public comment in-person, fill out a "Request for Appearance" form and hand it to the City Clerk before you address City Council. 1. Roll Call 2. Pledge of Allegiance 3. Public Comment There will be 35 minutes allotted for public comment with two and a half(2 1/2) minutes per speaker in order to allow as much opportunity as possible for audience participation. Written communication and e- mail messages are strongly encouraged. State law prohibits electioneering at City facilities. During Public Comment, speakers cannot campaign for or against candidates or support or oppose any ballot measure in any upcoming election. 5. Open Discussion for the Good of the Order A. Approval of minutes from the July 1, 2025 City Council regular meeting and July 8, 2025 City Council study session B. 2025 2nd Quarter Treasury Report C. Approve payment of disbursements for the period June 1 - 30, 2025 1 D. Set date of August 12, 2025 to consider a Notice of Intent to Commence Annexation - Lochridge Annexation in the vicinity of 80th Avenue and Lauren Place E. Set date of August 19, 2025 for a closed record public hearing to consider the Hearing Examiner's recommendation regarding the master planned development and subdivision for Champions Park Phases 2 - 6 F. Resolution authorizing an Interlocal Agreement with Yakima Valley Office of Emergency Management to provide preparation and carrying out of plans for responding to and the protecting of persons and property within the City of Yakima (General Fund) G. Resolution authorizing contract Amendment No. 3, to extend and amend the City's current contract with PPC Solutions, Inc., Armed Security Guard and Other Services (General Fund) H. Ordinance amending the 2025-2026 Biennial Budget for the City of Yakima and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2025-2026 for various purposes (Second Reading) 8. Memo concerning the code regarding number of chickens allowable per household C. Draft 2025-2029 Consolidated Plan and 2025 Annual Action Plan for CDBG and HOME funds D. Distribution of the Complete Record for text amendments (TXT#002-25) to YMC Title 14 - Subdivisions and Title 15 - Yakima Urban Area Zoning Ordinance Any invocation that may be offered before the official start of the Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings.
