R 2000 - 9 9 A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima to execute a professional services agreement with Kittleson & Associates, Inc. for traffic engineering services for review of the Valley Mall Traffic Impact Analysis. WHEREAS, the City requires professional engineering services to review the Traffic Impact Analysis for the Valley Mall Expansion; and WHEREAS, the City does not have the staffing levels or specialized expertise necessary to provide said engineering services; and WHEREAS, the City has complied with the requirements of RCW Chapter 39.80 in seeking and attempting to procure such engineering services; and WHEREAS, Kittleson & Associates, Inc. has the experience and expertise necessary to provide said architectural services and is willing to provide such services in accordance with the terms and conditions of the „attached agreement; and WHEREAS, the City Coundil deems it in the best interest of the City of Yakima to enter into an agreement with Kittleson & Associates, Inc. in accordance with the terms and conditions of the attached agreement; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager and the City Clerk of the City of Yakima are hereby authorized and directed to execute the attached and incorporated "Standard Form Agreement Between Owner and Kittleson & Associates" for engineering services for review of the Valley Mall Traffic Impact Analysis. 7 ADOPTED BY THE CITY COUNCIL this J5 day of August, 2000. Preliminary Review of TIA ($1,000) ▪ Perform a preliminary review of the Traffic Impact Analysis (TIA) prepared for the Valley Mall Expansion (BWR, January 2000). • Compare Valley Mall Expansion TIA study methodology and analysis procedures to standard engineering practice and City of Yakima standards. • Identify areas within the study methodology and analysis results where additional information is necessary to quantify the traffic impacts of the mall expansion. a Prepare a letter to the City of Yakima documenting the preliminary review of the TTA. B. Meetings ($2,500 • $3,000) • Attend one project -related meeting with City of Yakima staff, City of Union Gap staff, BWR, and/or WSDOT staff to discuss the preliminary review of the TIA. C. Independent Analysis ($3,$00) o If study methodology is determined to have deviated from standard engineering practice and/or City of Yakima standards, perform a supplemental intersection analysis for Year 2001 with Site Conditions. Based on this operational analysis, identify needed mitigation measures. Prepare a letter report documenting results of the supplemental analysis. This scope does not include preparatory time (graphics and handouts) or attendance time for any public hearings or meetings. While our review has only been cursory to this point, it has raised a sufficient number of questions for us that we think further clarification is necessary before any conclusions can be drawn about the adequacy of the analysis and the appropriateness of the recommendations. We therefore recommend that the City of Yakima meet with BWR to discuss these questions and issues before issuing a formal response to the land use application. The remainder of this letter provides a brief overview of the areas where we think further clarification is needed. It is important to note that the issues identified in this letter do not reflect the results of a comprehensive review of the TIA, and so further discussions and review may expand this list somewhat Intersection Analyses 1. We are unclear about the process that was used to identify the intersections to be analyzed. There are a number of collector/arterial intersections within the site vicinity that were not analyzed but that may be impacted by the mall expansion. 2. The report includes inconsistent references to the methodology used to analyze intersection operations. The report refers to use of the methodology contained in the 1997 Highway Capacity Manual. (HCM) and the 1985 HCM, yet the analysis performed was a planning level critical movement analysis of signalized intersections. 3. We are unclear what "threshold" was used to assess safety deficiencies in the analysis. Typically, an analysis of accidents per million entering vehicles at an intersection is performed as well as an evaluation of any apparent patterns amongst accidents that can be tied to an existing operational or geometric deficiency, but we did not see where either of these approaches was used. Trip Generation 4. We are not confident that the trip generation characteristics assumed for the site in this analysis are realistic and reasonable. It does not appear that any traffic counts were conducted at the mall driveways to identify current trip generation characteristics, so C:\WINDOWS\DESKTOP\0616sw.doc g1eatey Wilson June 21, 2000 project -1: 4252 Page: 2 there is no opporhmity to confirm the reasonableness of the assumptions through this type of comparison. The shopping center category in the I 1'B Trip Generation Manual is a reasonable estimate in the absence of actual count data, but it appears that BWR applied the average rate in the trip generation manual to all calculations of shopping center trip generation. The empirical data in the ITE Trip Generation Manual is hilly correlated to an exponential relationship, rather than a linear relationship. For this reason, the fitted curve equation in the manual will likely give better estimates, and may be significantly different than the trip generation rates assumed by BWR. 5. We are confused by an apparent discrepancy between the uses that are shown as "proposed" on the site plan and the uses that are analyzed in the report. The site plan identifies approximately 283,000 square feet in the expansion area, whereas the report only analyzes 73,695 square feet of proposed use. The site plan and the analysis are similar with respect to the size of the adjacent parcel. Therefore, we wonder if an additional 210,000 square feet should be added into the analysis with respect to trip generation and distribution characteristics. 6. The assumption of 30 percent pass -by trips for the mall seems high to us, considering the mall anchors are apparel retailers that typically have a very low pass -by percentage. It may be worthwhile discussing with BWR the sensitivity of the analysis results to the assumed percentage of pass -by trips. Trip Distribution 7. The trip distribution pattern shown in the report accounts for only about 85 percent of the site -generated trips at the intersections adjacent to the mall. We are unclear how the remaining site -generated trips are accounted for in the analysis. In addition, it appears that almost half of the trips use 1-82 to travel to/from the mall. An analysis of the actual trip distribution at the existing mall would be helpful in assessing whether these assumptions are reasonable. Study Recommendations 8. The level -of -service results reported in Table 11 are inconsistent with the discussion regarding the need for mitigation measures in the text. There are references to intersections operating at a level -of -service "E," yet the table identifies all intersections as operating at a level -of -service "D" or better. 9. Many of the recommendations listed in the report address modifying the length of green time allocated to a left -turn movement at a particular intersection. It is unclear if this is an appropriate mitigation measure or what the effects of this modification will be on the intersection level -of -service. 10. There are a number of locations where the left -turning volume is far in excess of 300 vehicles per hour, although there does not appear to be any analysis of the need for dual left -turn lanes at any of the intersections. 11. A traffic impact study conducted for the City of Yakima reports that the corridor travel speed is consistent with a level -of -service "F" along Nob Hill Boulevard, between 18th and the I-82 ramps. We were unable to find any corridor operational analysis in the BWR study, nor could we find any analysis of the adequacy of the queue storage at these closely spaced intersections. It is likely that the traffic volumes reported in the study do not report the true demand at the intersection and therefore the individual intersection analyses are reporting better operations than are actually occurring in the field. The January 2000 study does not include any operational analysis of the existing mall driveways, either with or without the mall expansion. There is reference in Table 14 to the potential future installation of a traffic signal at the main driveway on Main Street without any analysis of the existing or anticipated operations. The report also mentions the possibility of restricting some of the mall driveways to right -in -right -out operations but does not assess either the existing operations of the driveways or the resultant operations if access restrictions were in-place, We hope you find this preliminary list of issues that need further clarification to be useful. We estimate the cost of our work effort to be between $7,000 and $7,500. This estimate includes our attendance at one meeting in Yakima or Union Gap with the City of Yakima, City of Union Gap, BWR and/or WSDOT.
