R-2000- 89 A RESOLUTION authorizing the City Manager of the City of Yakima to execute a contract with the Greater Yakima Chamber of Commerce for a real estate property exchange. WHEREAS, a portion of the building currently occupied by the Greater Yakima Chamber of Commerce was inadvertently constructed on City land; and WHEREAS, the City and the Greater Yakima Chamber of Commerce have reached an agreement to exchange property to correct property boundary lines as originally intended by the parties; and WHEREAS, the City Council deems it to be in the best interests of the City of Yakima to enter into a Real Estate Property Exchange Agreement, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager of the City of Yakima is hereby authorized and directed to execute a contract with the Greater Yakima Chamber of Commerce for the exchange of real estate involving Lots 4 and 6, Block 170, Huson's Addition to North Yakima, as recorded in Volume "A" of Plats, page 11, records of Yakima County, Washington, in consideration of the Greater Yakima Chamber of Commerce paying the City of Yakima $13,475.54, which amount is to be paid in annual installments with interest thereon at an annual rate of prime plus two percent (2%), with the entire accrued principal and interest to be paid off in full within five years from the date of contract execution. Prior to execution, the contract documents shall be approved as to form by the City Attorney. ADOPTED BY THE CITY COUNCIL this 18th day of July, 2000. We will be creating the Central Washington Business Resource Center that will not only serve the 1,000 Yakima Chamber business members, but will also serve the entire Central and Eastern Washington Chambers and their associated businesses as well. Simultaneous with the opening of the Central and Eastern Business Development Center, we are pleased to announce that Yakima County Development Association (New Vision EDC) will be co -locating with us in the newly expanded "high tech" center. This will enable us to develop and maintain direct connections with other area agencies to enhance our service to the business community. This new high tech center will link economic and education institutions together to bring the finest education and information opportunities for the business community of the Greater Yakima area. To date we have a collaborative service effort to be included in the facility with Yakima Valley Community College, Heritage College, Tri -County Workforce Development Council and the SBA/SCORE program. This new high tech facility will be geared to meeting the needs of existing and new area employers along with the general public. We will have new Executive and Leadership Conference rooms and a showcase lobby that will feature the area's assets and successes. The lobby area will be a new dimension in handling the walk in customer at the Chamber. We expect to move to a fully integrated high tech computer system that will use the widest bandwidth available to us. Through this system, the visitor will be able to access our system and gain pertinent information on the area. In addition, they will have access to web sites of other areas in the world. They can select the information they desire and then print it out. Our goal is to use the assets of computer and bandwidth technology to meet visitor needs while eliminating brochures in our office, which take up precious floor space and staffing time to maintain. In addition, we will create the Small Business Resource Center. This area will be home to the Small Business Administration's SCORE counselors and have a direct electronic connection to Yakima Valley Community College and other education facilities. We will supply this area with information resources to assist emerging new and minority businesses to help them gain success in their business. We will have business plan development software and other technology to support their new business development plans. We expect this area to be a small training and counseling area as well. As you know, with this addition we have agreed to purchase property on the north and south side of our building. This land does not impact any present parking and will add to the visual enhancement of the entire area. Our attorney has supplied the description and survey information along with the purchase agreement. We look forward to implementing this new effort through the City's cooperative efforts. SUBMITTED BYCftliamtook, Director of Community and Economic Development CONTACT PERSON/TELEPHONE: William Cook 575-6227 SUMMARY EXPLANATION: The Greater Yakima Chamber of Commerce is in the process of a significant expansion of their role in serving the business community of Yakima County. This expansion is both physical, in that it will include the enlargement of their existing building on North 9th Street by 2000 square feet, and organizational, in that their new facility will also house the Yakima County Development Association (New Vision) offices to "enhance our service to the business community" ( See attached letter from Gary Webster, Chamber C.E.0). As a result of this expansion, the Chamber is requesting City approval for minor property line adjustments both to the City (Parcel "C") and from the City (Parcels "A" and "B") to facilitate their building plans. The attached map delineates the transfer of land to the City and the transfer of land from the City. Land to be transferred from the City to the Chamber is not utilized for Convention Center parking but is landscaped. With approval of this Resolution, the City Manager will execute a Sale Agreement which provides for the Chamber to pay a purchase price of $13,475.54 over five years and complete the transfer of land as described.
