A RESOLUTION establishing the initial terms of appointees to the Community
Review Board.
WHEREAS, Pursuant to Chapter 11.10 of the Yakima Municipal Code, and
Resolution 99-51, the City of Yakima has established a Community Review Board as
part of the process provided by Chapter 11.10 YMC; and
WHEREAS, YMC 11.10.400 provides that the initial appointments of members of
the Community Review Board "shall be for staggered terms of either one, two, or three
years;" and
WHEREAS, the seven appointed members of the Community Review Board
decided at their March 1, 2000 meeting to recommend to the City Council that Ron
Bonlender and Larry Ratts serve the initial one-year terms, Linda Cannon and Jon
Hopwood serve the initial two-year terms, and John Gilmore, Greg Bohn, and Jerry
Henderson serve the initial three-year terms; and
WHEREAS, it is in the best interests of the City that the terms of the appointees
to the Community Review Board be established according to the appointee's
recommendations; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The appointment of members of the Community Review Board shall be for the
following initial terms:
One year: Ron Bonlender and Larry Ratts
Two years: Linda Cannon and Jon Hopwood
Three years: Gregory Bohn, Jeffrey K. Gilmore, and Jerry Henderson, Sr.
ADOPTED BY THE CITY COUNCIL this 18th day of July, 2000.

Henderson stated that an error had occurred when the Board was appointed, and they
were all given three-year terms, but the City code specifically provides for staggered
terms. The first officers were to be appointed for three, two and one years. Henderson
stated that the Board would provide their decision as a recommendation to City Council.
Henderson asked Mayor Place if she would like to comment.
Mayor Place stated no, she would prefer the Board work it out amongst themselves.
Ratts volunteered for a one-year term.
A short discussion regarding term length followed. Henderson stated there would be two
one-year terms, two two-year terms, and three three-year terms.
Henderson requested additional volunteers for a one-year term.
Bonlender volunteered for a one-year term.
Jon Hopwood volunteered for a two-year term.
Linda Cannon volunteered for a two-year term.
Gilmore, Bohn, and Henderson were appointed to three-year terms.
Henderson asked the Clerk of the Board if she had so noted the term lengths; Rossignol
confirmed she had. Henderson called for a motion that the Board submit the term lengths
as a recommendation to the City Council.
Hopwood so moved. Ratts seconded the motion. Motion passed unanimously.
Henderson called for any other business before the Board. Hearing none, the meeting was
adjourned.

ITEM TITLE: Consideration of a Resolution to Establish Term Limit for the
Community Review Board:

SUMMARY EXPLANATION:
This Resolution provides and establishes the term limits as recommended by the vote of
the Community Review Board, which was set forth at the March 1, 2000 regular meeting
of the Board.
The YMC Chapter 11.10 indicates that upon the establishment of the Community Review
Board each member of the Board would have a term of one, two or three years. The
members were to be divided equally for each term to provide continuity and stability of
the Board.
